NTP 8(D)instructions issued by Chief, NAVMARCORMARS. The coordinator willmanage all day-to-day operations of the network.273. SPECIALTY NETWORK COORDINATOR DUTIESa. Maintain and operate a MARS radio station capable ofoperating in mode(s) and on frequencies authorized for thespecialty network for which the appointment is made.b. Assign stations to the network within the area of assignedresponsibility.c. Coordinate frequency assignments with Chief,NAVMARCORMARS.280. STATE DIRECTORThe state director is a qualified volunteer member appointedby the area director. The state director is responsible to assistthe MARS area director in program administration and to assist theMARS region director with operations within the assigned state.The appointment is normally for a two year period that may beextended upon mutual agreement between the area director and theappointee.281. STATE DIRECTOR QUALIFICATIONSThe MARS state director appointment is voluntary and,therefore, military orders, per se, cannot be enforced. However,it is assumed that the individual accepting the appointment willhave no compunction against fulfilling the duties and carrying outthe responsibilities of the position. This is a highlyresponsible position; therefore, the following qualifications aredesirable:a. Have been a MARS member for at least two years.b. Have a General class or higher amateur radio licenseissued by the FCC.c. Be thoroughly familiar with the mission, functions, andoperations of the MARS program.d. Be particularly skillful in dealing with others.e. Possess a high degree of administrative ability.2-16
