PPS3 was replaced by the NPPF on 27 th March 2012. Paragraph 58 refers tooptimising the potential of the site to accommodate development. To do this, closeattention must be paid to the densities achieved on new housing developments, avoiding those developments which make inefficient use of land (those less than 30dwellings per hectare) and encouraging housing developments which make moreefficient use of land (between 30 and 50 dwellings per hectare).Of the completions this year 30% were less than 30 dwellings per hectare, 61%were between 30 and 50 dwellings per hectare and 9% were greater than 50dwellings per hectare.3
