Assessment against objectiveMost services seemed to provide a process for staff orientation that ensured that their workforceis prepared to use a population health approach and to deliver effective chronic diseaseprevention and management. While this is occurring the acute paradigm prevails and there islittle time for preventative or health promotion work. Major barriers to participating in theseprograms were identified due to the mode of delivery and the lack of backfill to release staff toattend training. It was difficult to determine how many staff attended orientation and training asthere are not the systems in place to easily collect, collate and systematically report thisinformation across all health sectors.3.2.2 Whole of government approachObjective 4: Whole of Government Approach will lead to better educationaloutcomes and improved employment opportunities for the Indigenouspopulation.The <strong>NT</strong>DH&CS Building <strong>Health</strong>y Communities policy articulates the outcomes achieved, andfuture directions proposed, related to this objective (23) . It identified a number of goals toimproving educational and employment opportunities for the Indigenous population including thestatus of, and access to, jobs for Aboriginal people within <strong>NT</strong>DH&CS (23) .The Evidence:Education provides people with skills to access health information, assists in problem solving andhelps give a sense of control over one‟s life (49) . Our level of education is directly related toemployment, health status and income, which in turn affect housing, nutrition and health. Lackof control over one‟s work is associated with cardiovascular disease (50) .The Situation at baselineIt was not within the scope of the RhED Consulting team to undertake an extensive review of theinitiatives undertaken to improve educational opportunities in the <strong>NT</strong> Indigenous population. Yetthere are many levels where action is required to improve Indigenous educational outcomes.They include strategies to improve participation in preschool, primary, secondary and tertiaryChapter 3: Progress Against <strong>PCD</strong>S Objectives – <strong>Evaluation</strong> of the <strong>NT</strong> Preventable Chronic Disease <strong>Strategy</strong> 2007 37
