Χ Consider if the arrangement contains proper provisions for monitoring, controlling,evaluating the work.Χ Evaluate the appropriateness <strong>of</strong> the means in place for dealing with problems asthey arise.Χ Determine if the arrangement clearly spells out the responsibilities <strong>of</strong> each party tothe arrangement, the objectives pursued, and the information that will be collected andprovided to monitor the carrying out <strong>of</strong> the arrangement.Χ Ensure that the arrangement achieves the goals <strong>of</strong> other federal legislation andpolicies that are relevant (i.e. Official Language Act, Privacy Act, and Access toInformation Act).Χ Determine if the information on the arrangement, financial and other, be readilyavailable.3.Financial AdministrationΧ Ensure that the financial components and authorities for expenditure in thisarrangement made clear to Parliament and the public.Χ Determine if Parliament is aware <strong>of</strong> the purposes and the means used for thedelivery <strong>of</strong> services under each <strong>of</strong> the arrangements.Χ Consider whether there are provisions in the arrangements to ensure that theresponsible Minister can properly account for expenditures.4.Personnel AdministrationΧ It is important to ensure that issues <strong>of</strong> collective bargaining and grievances havebeen pursued and complied with.æ3.Other ConsiderationsΧ Ensure a facilitating agent/leader is assigned to the task to ensure success throughto the implementation.Χ Often, too much time is allowed between the recognition <strong>of</strong> a need and the finaldecision to implement; thus, the speed <strong>of</strong> delivery must be considered.Χ Departmental clustering to share common services eliminates duplication andsavings. Departments must have joint ownership <strong>of</strong> common issues and should have thefreedom to cooperatively develop and manage shared servicesΧ Up-front investment funds need to be identified and put aside in the beginning <strong>of</strong>each year to cover the investment cost.Χ Affected employees are to be treated equitably.Χ <strong>The</strong>re is a need for a vision <strong>of</strong> how government intends to deliver its services.Χ <strong>The</strong>re has to be a clear understanding <strong>of</strong> government’s overall direction in terms <strong>of</strong>its business class as a whole.Χ Criteria for delivery <strong>of</strong> services must be based on benefits to be gained bygovernment as a whole and not necessarily on benefits to be accrued to individual
