Preparation Phase:Χ prepare a preliminary assessment as to whether it meets “best candidate criteria”Χ gain the internal support by explaining the SOA concepts and anticipating andresponding to concernsΧ identify specific constraints which are priorities to remove, and justification <strong>of</strong> hownew flexibilities can be more cost-effectiveΧ implement new accountability arrangements2.Elaboration <strong>of</strong> a “Management Contract”:Χ this is a tailor-made written understanding between SOA, TBS, and the parentdepartmentΧ the important questions include:Χ who will bear the costs?Χ can the cost be recovered?Χ what useful role can consultants play in preparing for SOA status?æ
