Pepper SprayPepper spray is a concentrated extract <strong>of</strong> capsaicin, the active ingredient in hotpeppers, sprayed from an aerosol canister. It is used by law enforcement agenciesworldwide to overpower people and animals behaving violently. In manycountries, a less concentrated version <strong>of</strong> pepper spray is available for privatepurchase as a means <strong>of</strong> self-defense. The effects <strong>of</strong> exposure to pepper spray areinstantaneous: Sharp pain, a burning sensation in the face and eyes, involuntarilyclosing <strong>of</strong> the eyes, temporary blindness, a severe stinging sensation <strong>of</strong> the skin,and difficulty breathing. The effects last from 15 minutes to an hour, and thepain gradually subsides. Although pepper spray is commonly used worldwideas a non-lethal weapon, there have been rare cases <strong>of</strong> severe, enduring effects,and it is considered hazardous to people with breathing difficulties, particularlyasthma patients.Pepper spray has been used by the Israel Police since 2007. 90 In the West Bank, itis used by Border Police and the Police’s Special Patrol Unit, in their capacity asriot police. On several occasions, security forces have used pepper spray againstIsraeli settlers. 91 The Israeli military does not use pepper spray.Instructions for police using pepper spray are detailed in the “Procedure forOperating Pepper Spray”. The procedure notes that the spray used by thepolice has been approved by the Police Department for the Development <strong>of</strong>Technological Means and by the Chief Police Medical Officer, after finding thatit is not poisonous or flammable and does not cause irreversible damage to theindividual sprayed. 92 The police procedure notes that the spray used by IsraelPolice is manufactured by Pepper Mate. However, B’Tselem has found that thisis actually the trade mark <strong>of</strong> an aerosol registered to the US-based Pr<strong>of</strong>essionalSecurity Corporation.
