military approval. This applies to private as well as public gatherings. OrderNo. 101 is anachronistic, both in the forms <strong>of</strong> punishment it prescribes and inits disregard <strong>of</strong> present-day court rulings, especially the ruling by Israel’s HighCourt <strong>of</strong> Justice concerning the right <strong>of</strong> protest. 120Members <strong>of</strong> the security forces who are faced with stone throwers, sometimesin large-scale events, have the authority to use the various weapons detailedin this <strong>report</strong>. However, the authorities must ensure that the troops on theground obey the open-fire regulations and use crowd control weapons withinthe parameters that keep them non-lethal. It follows that every soldier, <strong>of</strong>ficer,or police <strong>of</strong>ficer violating these rules must be prosecuted.
