draft for discussionSolid Waste Management Plan10.2.2 Regionalization of Waste Management ServicesThe ACRD’s waste management services are presently operated by three service areas:1. Alberni Valley Landfill Service Area2. Bamfield Garbage Disposal Service Area3. West Coast Landfill Service Area.With the implementation of this Plan, all of the ACRD’s solid waste management services will beoperated as one regional service area. This approach will evenly distribute costs and revenuesassociated with solid waste programs and infrastructure.10.3 Plan Monitoring And Evaluation10.3.1 Plan Monitoring CommitteeThe Plan Monitoring Committee will be monitoring the implementation on the Plan and reportdirectly to the Environmental Services Committee of the Regional Board. Committee members will:• Review and become familiar with the Solid Waste Management Plan;• Review and become familiar with the existing solid waste management system in the ACRD;• Identify methodologies to be employed in the monitoring and evaluation of the Plan’simplementation;• Monitor the implementation of the Plan and annually report to the Environmental ServicesCommittee on the effectiveness of the SWMP at achieving its objectives; and• Make recommendations to increase the effectiveness of the Plan or the solid wastemanagement system.The committee membership will strive to have a broad representation of interests including localgovernment, First Nations, the waste management industry, environmental organizations, thebusiness sector, the residential sector and senior governments. Additionally, selection of memberswill attempt to create a committee with a balance of representation geographically,demographically, and with a variety of interests and perspectives.In general there will be 3 meetings per year of the committee with the provision for additionalmeetings, workshops or other presentations at the committee’s discretion.(60717-DRF-RPT-07 Oct 04.doc) 10-4
draft for discussionSolid Waste Management Plan10.3.2 Plan EvaluationOn an annual basis, staff will compile data that reflects the status of the Plan’s implementation andprogress toward waste reduction targets. This data will be provided to the Plan MonitoringCommittee and the regional office of the Ministry of the Environment.10.3.3 Plan UpdatesA review and update of the Solid Waste Management Plan will be undertaken every five years toensure that it reflects the current needs of the Regional District.10.4 Dispute ResolutionThe following procedure should be employed in the event that there is a dispute involvinginterpretation of a statement of provision in the Plan or any other issue related to theimplementation of the Plan:Disputes will be settled using the following procedure:• The parties will initially attempt to resolve the dispute without outside intervention.• If the parties cannot resolve the dispute on their own, the Plan Monitoring Advisory Committeewill be utilized as a mediator between the parties. Any member of the PMAC directly involved(employed or otherwise) with the parties in dispute will not be granted voting/motioningprivileges, but will remain as an active participant in all discussions. All attempts will be madeto reach an agreement.• If the dispute cannot be resolved with the assistance of the PMAC, an arbitrator (consultant)may be assigned, the cost to be shared between both parties. The PMAC will write a reportthat details the dispute and have it approved by the dissenting parties. The report will be givento the arbitrator. The arbitrator will review the report and make any inquiries he/she feelsnecessary to resolve the dispute. The arbitrator's decision will then be submitted to the PMACin writing. The dispute will be considered resolved when the PMAC approves the arbitrator’sdecision and the dissenting parties agree to it.The goal of this procedure is to have disputes settled quickly, without the need for arbitration. Thecost sharing of an arbitrator will hopefully be a deterrent to reaching this step.10.5 Plan FlexibilityCosts provided in this plan are estimates and may not reflect actual costs at the time ofimplementation. As a result, programs and infrastructure may undergo further assessment,including an assessment of costs and continued community support, by the Plan MonitoringCommittee prior to implementation.(60717-DRF-RPT-07 Oct 04.doc) 10-5
