The communist nations used the co-operatives to organize the scattered people in allsectors such as industry, commerce, and agriculture. Even in the Republic of China, thecommunists led by Mao Tse-Tung had their own co-operatives which were under the guidance ofMarxism and under the influence of the former Soviet Union in the red revolution base areas. Theco-operatives were used to stabilize the material supply for the revolution. At the beginning of thefoundation of People’s Republic of China, the stable economy was necessary for the newgovernment that chose planned economy as its economic policy. The co-operatives were used toorganize the workers, businessmen and farmers to realize the communism society. At thebeginning of the co-operative movement in the years 1953 to 1956, the principle of voluntarinesswas emphasized. But after 1956, people had no choice and had to join the different levels ofco-operatives (mutual aid team, elementary agricultural producers' cooperative, and advancedagricultural producers' cooperative). In the rural areas, there were many small low-quality ruralco-operatives at first. In the late 1950s, these co-operatives were merged into the biggerco-operatives which evolved into the people's commune until the end of 1970s. One people'scommune was combined by several production teams which were the former small-scaleco-operatives. The high officers of the government could master the politics and economy of thewhole rural areas through the rural co-operatives.
