Chapter 33.2 Guiding PrinciplesThe <strong>Strategy</strong> is guided by a number of principles, already given in Vision 2020 and EDPRS. Theyensure that no actions are taken that conflict with decisions already made by the people of <strong>Rwanda</strong>regarding their future prosperity. They are:1. Economic <strong>Growth</strong> and Poverty Reduction2. Welfare and Wellness of all citizens in a growing population3. Gender Equality and Equity4. Sustainability of the Environment and Natural resources5. Good Regional and <strong>Global</strong> CitizenshipChapter 3: X: Vision Title and Objectives3.3 Strategic ObjectivesThe Vision for 2050 can be explained by three key strategic objectives discussed below.1. To achieve Energy Security and a Low Carbon Energy Supply thatsupports the development of <strong>Green</strong> Industry and Services and avoidsdeforestation<strong>Rwanda</strong> will exploit its clean energy resources to support a low carbon national grid which will enableindustry to operate in a low carbon way. The grid will be expanded, enabling development and reducing thedemand for wood fuel and charcoal, thus avoiding deforestation. This move to a low carbon economy willreduce vulnerability to oil price spikes and improve energy security.2. To achieve Sustainable Land Use and Water Resource Management thatresults in Food Security, appropriate Urban Development and preservationof Biodiversity and Ecosystem ServicesMounting pressures on natural resources – land, water and ecosystem services – requires <strong>Rwanda</strong>to employ sustainable land use planning and integrated water resource management to ensure human wellbeing.This will involve a new approach to urban planning, rural resettlement and agriculture to ensure foodsecurity and to protect ecosystem services vital for sustainable development.3. To ensure Social Protection, Improved Health and Disaster RiskReduction that reduces vulnerability to climate change impactsA changing climate will increase the need for social protection, particularly of women whomparticipate in subsistence agriculture more than men. The Vision 2020 Umurenge Programme – whichseeks to create off-farm employment, formalise the economy and to provide effective social protection –becomes even more important in light of climate change.
