Executive SummaryRoadmap to ImplementationExecutive SummaryThis <strong>Strategy</strong> is the first attempt at plotting a climate resilient and low carbon development pathway.for <strong>Rwanda</strong>. It is the start of a continuous process which is described in the Enabling Pillars and it will beimplemented through the Programmes of Action. The next step is to set up and operationalise theinstitutional arrangements, namely the Technical Coordinating Committee, the National Fund for <strong>Climate</strong>and Environment (FONERWA), and the Centre for <strong>Climate</strong> Knowledge for Development (CCKD). Theseinstitutions will utilise the Sector Wide Approach and work closely with development partners, civil society,academia and the private sector. The Technical Coordinating Committee will facilitate the incorporation ofthe <strong>Strategy</strong> into Vision 2020, EDPRS II and sector policies. Further work is then required to perform costbenefitanalysis on the Programmes of Actions and apply for climate finance. This will inform the revision ofdetailed sector strategies and annual budgets. In parallel, short term capacity building programmes will beinitiated and work done to develop a long term plan to provide the support required to implement the<strong>Strategy</strong>. The Roadmap to Implementation is shown in figure 2 below.Set upinstitutionalarrangementsUpdate Vision2020, EDPRSand sectorpoliciesPerform costbenefitanalysis onactionsUpdatesectorstrategiesand budgetsInitiateprogrammesof actionCapacity BuildingFigure 2: Roadmap to implementationThrough this <strong>Strategy</strong>, <strong>Rwanda</strong> has taken a big step towards achieving socio-economic developmentthat is resilient to economic, social and environmental shocks related to population growth, oil price andclimate change. <strong>Rwanda</strong> is choosing to leapfrog the detrimental development pathways of the past andtake the opportunities that technology transfer and climate finance offer. Adaptation to climate change iscrucial if <strong>Rwanda</strong> is to maintain its economic growth in the future. A greater understanding of how theclimate will change will facilitate adaptation planning in the coming years, however ‘no regret’ measuressuch as natural resource management, expanding irrigation infrastructure and agroforestry can begin toaddress adaptation in the short term. Reducing dependence on oil by investing in domestic energyresources and using alternatives to chemical fertiliser will provide major stimulus for the economy andcreate off-farm jobs, while also reducing the national carbon footprint. <strong>Rwanda</strong> has made much progress inthe past decade, but aspires to achieve even more.National <strong>Strategy</strong> on <strong>Climate</strong> <strong>Change</strong> and Low Carbon Developmentvii
