With the introduction of the new IndustryJoint Venture with Tabcorp, the <strong>Club</strong> was able to negotiate with <strong>Racing</strong>Victoria one additional racedate for season <strong>2012</strong> / 2013 which hasallowed for the creation of the Cox Plate Carnival.Under a revised funding agreement with <strong>Racing</strong> Victoria, the MVRCwas able to secure additional prizemoney for the SportingbetManikato Stakes, with $750,000 on offer in <strong>2012</strong> – up from $500,000in 2011. This increase in prizemoney, and the change in date from ourNight <strong>Racing</strong> Season Launch meeting to Cox Plate Eve, will ensurethat the Sportingbet Manikato Stakes attracts the best sprinters fromaround Australia, as well as the leading international sprinters thatcompete in the Global Sprint Challenge. With the VRC PatinackStakes run 15 days after the Manikato Stakes, the SportingbetManikato Stakes is now ideally placed to be one of the feature racesof the Melbourne <strong>Spring</strong> <strong>Racing</strong> Carnival.The two-day Sportingbet Cox Plate Carnival will feature 17 races withmore than $6M in prizemoney on offer. This screen measures 26 metres in length and 5 metres inheight, and will greatly enhance the on-course experience for MVRCmembers and racegoers. launch of theThe <strong>Moonee</strong> <strong>Valley</strong> <strong>Racing</strong> <strong>Club</strong> announced exciting andinnovative plans to stage a two-day Cox Plate Carnivalon Friday 26 and Saturday 27 October <strong>2012</strong>. The twodayracing festival, positioned at the heart of the <strong>Spring</strong> <strong>Racing</strong>Carnival, is expected to attract the world’s best middle distanceand sprinting thoroughbreds and with prizemoney in excess of$6M it will be one of the richest two-day carnivals in the world.The Group 2 Moir Stakes (Open, Weight-For-Age 1200 metres)will replace the Manikato Stakes as the feature race on the Night<strong>Racing</strong> Season Launch program (Friday 28 September).<strong>Racing</strong> Victoria Chief Executive Rob Hines believes that the twodayCox Plate Carnival will enhance the <strong>Spring</strong> <strong>Racing</strong> Carnival.“The proposed change to the Manikato Stakes does enhance ourfeature sprint programming throughout the <strong>Spring</strong> <strong>Racing</strong> CarnivalCox Plate Day will be a 9 race program, with the first race at 1:00pm,the Sportingbet Cox Plate will be run at 5:35pm and the last raceat 6:20pm. It is proposed that the rail will be in the TRUE positionfor the Friday night meeting, and if required, moved to the +2 or +3metre position for Cox Plate Day.MVRC Chief Executive Michael Browell said he was very consciousof the requirement to present the best possible surface to stageAustralasia’s showcase Weight-For-Age Championship but expressedfull confidence in the <strong>Moonee</strong> <strong>Valley</strong> Strath Ayr track to deliver twodays of exceptional racing. “The Strath Ayr track at <strong>Moonee</strong> <strong>Valley</strong>is an exceptionally resilient surface, allowing the <strong>Club</strong> to stage23 race meetings across a 26 week period throughout the Night<strong>Racing</strong> Season”.It is not unusual for race clubs around the world and indeed Australiato stage consecutive race meetings and this is no more apparentwhen Royal Ascot stage their prestigious carnival over 5 consecutivedays, and the two-day Prix de l’Arc de Triomphe Carnival. <strong>Moonee</strong><strong>Valley</strong> <strong>Racing</strong> <strong>Club</strong> has previously run a highly successful Cox PlateCarnival between 1998 – 2002 with a Thursday night program leadinginto the Saturday Cox Plate program.Recent <strong>Racing</strong> Victoria Limited modelling suggests that by shiftingthe Manikato Stakes to Friday night and the creation of a newtwo-day Cox Plate Carnival it will deliver an estimated $8M uplift inpari-mutuel and bookmaker turnover. In addition, the two-day eventwill deliver a significant uplift to <strong>Moonee</strong> <strong>Valley</strong> <strong>Racing</strong> <strong>Club</strong> revenuestreams.The <strong>Club</strong> has confirmed the international recruitment programfor the Sportingbet Cox Plate will continue in <strong>2012</strong>. The <strong>Club</strong> willwork closely with <strong>Racing</strong> Victoria, Leigh Jordon and the International<strong>Racing</strong> Bureau to identify and attract key international competitorsto Melbourne for the $3M Group 1 Sportingbet Cox Plate. Underthe MVRC’s International Promotion Fund, the <strong>Club</strong> will meetall expenses incurred for invited Cox Plate runners, as well as aguaranteed $100,000 for non-invited international Cox Plate runnersthat do not finish in the first 8.The MVRC will incorporate the barrier draw for the Manikato Stakeswith the Cox Plate barrier draw following the Breakfast with the Bestgallops at <strong>Moonee</strong> <strong>Valley</strong> on Tuesday 23 October.MVRC Chairman Bob Scarborough confirmed that the <strong>Club</strong> isfully committed to further promoting the Melbourne <strong>Spring</strong> <strong>Racing</strong>Carnival and a two-day Cox Plate Carnival into key interstate andinternational markets. “The W.S. Cox Plate is widely regarded asthe pinnacle of Australasian racing, and with this two-day Carnivalencompassing the Manikato Stakes and the Sportingbet Cox Plate,<strong>Moonee</strong> <strong>Valley</strong> will present a racing carnival that will be appealing toracing enthusiasts around the world.”The two-day Cox Plate Carnival will feature a new gala Fridaynight race meeting on 26 October, highlighted by the Group 1Manikato Stakes at Weight-For-Age over 1200 metres. The owners receiving counselfrom Prince Charles and cheekily handing over a Black Caviar tie?Unprecedented worldwide media coverage, CNN and Bloombergalike, all in the big swim? There were so many moments on thisodyssey that was Black Caviar’s Royal Ascot <strong>2012</strong> campaign.From the time she was floated from trainer Peter Moody’s BooranRoad stables at Caulfield to Tullamarine en route to historicAbington Place stables on the Bury Road (where an Aussie flag flewproudly) at Newmarket, Black Caviar was the story of world racingand at times transcending the sport (if you believe Twitter trends).Everyone knew she was coming to Royal Ascot, 21 from 21, andmost knew the story. If they didn’t they were about to and becomeenthralled and enveloped by it.England’s soccer (football) team were playing the <strong>2012</strong> EuropeanChampionships and yet on the back page of The Times newspaper,there was a Nelly picture and a double page spread inside. The<strong>Racing</strong> Post newspaper became a Black Caviar bible if not a dailyupdate, from the time she arrived (pre-Moody) kicking off with“21 fascinating facts you did not know about Black Caviar” anda Rupert McCall ode “Of Caviar In Black”. Why even the mediashy right hand Moody man Tony Haydon, became a Post blogger.Another headline read “Believe The Hype” backed up with local “ifshe runs to form, she just won’t win the Diamond Jubilee, she willwin by daylight.”Then there was the phenomenon of the fans, those that made thetrip, estimates up to 8000 were not exaggerated and prompted arespected columnist to pose this question against their championFrankel travelling abroad – how many would be passionate enoughto follow - “They (the Aussies) are arriving in their droves to seeBlack Caviar. The cost is immaterial, for this is one of those pricelessmoments,” wrote Julian Muscat.Her first public appearance was on Wednesday June 13, the officialRoyal Ascot media day, when all the internationals are “on limit”– but they were there for only one horse. A few grumbling Britishphotographers were miffed by the ban taking pics inside the yardbut then that is the same as Moody imposes on Australian media athome, and when she stepped out in her now famous travel suit, thesnapping was furious.<strong>On</strong> that morning she did little but stretch the legs up the Al Bahathriartificial gallop but it was like a royal appearance. Cameras – still, moving,digital and iPhones – took pictures of themselves to show how manywere interested.An enterprising foodie even set-up shop outside the stables for thehordes of hacks who wanted a piece of this story. Business must be good,his caravan was pulled by the late model Mercedes.Stable manager Jeff O’Connor fulfilled the required interview rolethis media day but Moody was jetting in and requests for one-on-oneinterviews were numerous. <strong>On</strong>e hour 50 minutes (and a few cigarettes)later he had fulfilled every requirement and the story built even moremomentum (if it could).A star was even made of the Abington Place yardman Graham Johnson– who became a minor celebrity and personal bodyguard during Nelly’sNewmarket time. A painter and decorator by trade he was hoping thejob would not extend to the July Cup as he was off to the DominicanRepublic for the world salsa dancing championships. True story and agreat ally and buffer to Team Moody in the build up. Not sure how hewent at the salsa?Moody’s team included close mate, fellow trainer and Black Caviar’sbreaker Brett Cavanaugh, chiropractor Michael Bryant and vet PeterAngus who made two cross world trips to ensure all was well with BlackCaviar. She takes and took plenty of looking after.Then there was the owners and their entourage of 150 descending intoLondon to find Paul the London cabbie painting his “cabiar” in the famouscolours because his daughter loved her, and became the personal ferry.(Paul is seriously thinking of painting his house salmon and black).A full itinerary of activities were well planned and better organised buthighlights included trips to the Sangster family’s famous Manton propertyand a night at the Windsor races, where Neil Werrett’s first “discussion’'with eccentric English television pundit John McCririck was encountered.But Big Mac, hardly a fan of the Aussies, was a fan of Black Caviar and theowner’s initiative to take up this challenge.“Now Dazzle Us Baby”“Get Set For Something Extraordinary”Photo by Gary Wild20 | ON TR ACK| 21

The best we have seen and now the world hasseen that.The Queen waited like an adoring fan just to pat Black Caviar after therace named in her Diamond Jubilee’s honour. Moody and Nolen waitedto answer every question, Nolen with a Heineken close to hand, Moodydesperately seeking a cigarette to get him through. Born without apulse the ‘Fighting Tiger’ was buried upright and facingeast in the tradition of great warriors, at breeder NevilleDuncan’s Oakland Park stud near Margaret River inWestern Australia.Northerly was born dead on owner Neville Duncan’sproperty, for precious seconds Duncan massaged thedead foal and cleared his airways before he magicallysprung to life.Northerly raced in a vintage era, facing the might ofSunline, Fields of Omagh and Lonhro, to name a few.Northerly always appeared under pressure in the run,always under hard riding, the ‘Fighting Tiger’, more oftenthan not found a way and will to win.Northerly’s racing career spanned 4 years and included19 wins (8 Group 1) and $9 million in prizemoney. Hefirst raced on the Melbourne stage in the 2001 FeehanStakes at <strong>Moonee</strong> <strong>Valley</strong> against odds-on favourite andthe immortal Sunline. At the school, Sunline was off andgone and Northerly was paddling and going backwards,but he picked himself up off the canvas and reeled thegreat mare in.Unbeaten at <strong>Moonee</strong> <strong>Valley</strong>, Northerly won the Group2 Feehan Stakes before claiming his first Group 1 CoxPlate in 2001 with Damien Oliver aboard. Northerly, thistime partnered with Patrick Payne repeated the doseand claimed the 2002 Group 1 Cox Plate in typicallytenacious circumstances.Tragically, Pinker Pinker died prematurely some sixmonths after her biggest racetrack win in the 2011 W.S.Cox Plate when she had an anaphylactic reaction to aninjection intended to calm her, prior to a float trip toSydney for the Group 1 Queen of the Turf Stakes atRosehill in early April, <strong>2012</strong>.Pinker Pinker’s defining moment was her Cox Platevictory, this is how it unfolded. Pinker Pinker droppedback towards the tail of the field with some 800 metresto go but began to move forward from the 600 metres,with Williams content to bide his time on the inside,waiting for an opening. Sticking to the rails, Pinker Pinkerwas right on the heels of the leaders rounding the turnand when Jimmy Choux got the better of Helmet nearthe 200 metres, Williams, who had enjoyed a perfect railsrun, set out after the new leader. “A run just came forme on the fence, so I took it,” he said.While Jimmy Choux was clear on straightening, Williamsquickly shook up Pinker Pinker, despite thinking that thebird had flown. “<strong>On</strong> straightening my focus was to rundown Jimmy Choux. <strong>On</strong>ce I gave her a reminder, sheexploded when the race was there to be won,” Williamssaid. “She was really game in between horses. She racedlike a tough old gelding in the end. She deserved to win.”Eurell was unable to grasp immediately what the winmeant to him. CityscapePlanteur at Royal AscotTaking theCox Plateto the WorldMonterossoLeigh Jordon discusses <strong>Moonee</strong> <strong>Valley</strong>’s move to make the <strong>2012</strong>Sportingbet Cox Plate a truly international event.<strong>Racing</strong> administrators are sometimes accused of sitting on theirhands and not being innovative, that cannot be said of <strong>Moonee</strong><strong>Valley</strong> <strong>Racing</strong> <strong>Club</strong> (MVRC) who earlier this year issued invitesto 10 of the world’s best 2000 metre Weight-For-Age horses tocome and compete in the <strong>2012</strong> Sportingbet Cox Plate.I would like to outline the strategy behind this move andhopefully give people an insight into <strong>Moonee</strong> <strong>Valley</strong>’s vision inmaking the Cox Plate a truly international event.Don’t worry there are plenty of obstacles along the way, but thathasn’t stopped innovators in the past and it shouldn’t now.Not sure if you remember the World Series of <strong>Racing</strong> which wasset up in 1999 and comprised 12 races run between March andDecember in nine countries over four continents.Those countries were Hong Kong, England, USA, Ireland,Germany, France, Canada, Australia and Japan.Up until 2005 when the series was disbanded the Cox Plateplayed host as the Australian leg and as part of the World Seriesoffered incentive payments very similar to the current invitationsbeing issued.Through that period Godolphin’s champion Grandera ran thirdin the 2002 Cox Plate, and the race enjoyed runners fromGermany, Hong Kong and even South Africa when Mike de Kockcampaigned Greys Inn in the 2005 edition.The competition for thetop WFA horses aroundthe world is strong,arguably the mostchallenging in the world.After the World Series was disbanded in 2005 there was a lossof momentum and the incentive packages offered through theseries discontinued.Over the next four years the good work that had been donethrough the World Series period was undone.FrankelThe current Chairman Bob Scarborough, his committee and CEOMichael Browell have been behind the resurgence in bringing the CoxPlate back as an international event.Firstly, in 2009 the <strong>Club</strong> introduced the “International PromotionFund” which meant an international runner would receive a $100,000payment if they did not finish in the first eight placings. This is still inplace for the <strong>2012</strong> running.Then in 2011 MVRC realised that to compete with the other racingjurisdictions they needed to offer a similar incentive package, includingair horse transport, airfares and accommodation for owner, trainerand jockey.The competition for the top WFA horses around the world is strong,arguably the most challenging in the world. Competing events includethe new British Champions Stakes, Japan Cup, Arc De Triomphe,Canadian International, USA Breeders Cup and Hong Kong Cup.Add to this a quarantine period of two weeks in a horse’s country oforigin and a further two to three weeks post arrival quarantine here atWerribee, plus a 30 hour flight in between, and it is another challengeto overcome.In 2011, with the incentive package in place, the invites were issued afterthe entry closing date in August. In hindsight that was too late, trainersand owners are planning earlier for that period of racing, so this yearthe <strong>Club</strong> decided to announce the invites in June.I think the timing was perfect as there was a slight lull in internationalracing leading up to the Royal Ascot meeting and the announcementreceiving extensive international coverage.MVRC want the Cox Plate to be recognised as one of the world’sleading WFA events, so the rationale behind the selection was simple -look at the top WFA horses from around the world.If you are doing that, then you need to include Frankel, you need toinvite the best to get the best, which is why I’m bemused by somecommentary knocking the MVRC for its efforts.Yes, it’s highly unlikely that Frankel will come, but I spoke withconnections when in the UK to ensure the Cox Plate remains an optionif their current plans changed.Planteur and Cityscape are live options and ones the MVRC and I havebeen pursuing with vigour.I also caught up with the connections of French star Golden Lilacand with Godolphin’s Simon Crisford about the World Cup winnerMonterosso.Unfortunately, it looks like Deep Brillante will be targeted atthe Japan Cup, whilst Cirrus Des Aigles is likely to defend its BritishChampions Stakes in October because trainer Corinne Barande-Barbebelieves the quarantine is too arduous.From my experience the Cox Plate needed to introduce an innovationto resurrect the race on the world stage and they are heading in theright direction.Owners and trainers are talking about the race and thespin-offs from international participation ranging from internationalwagering, tourism and investment in our industry are significant andshouldn’t be underestimated.34 | ON TR ACKPhotography by Steve Cargill| 35


More Joyousthe Queensof the Turfby Andrew GarveyTWENTY years ago it would have been a long shot but such has beenthe turnaround in the fortunes of the queens of the thoroughbredworld in the Sportingbet Cox Plate, that in the lead up to Australia’sweight-for age championship this year, it is more a question of whichmare will win rather than can one taste victory.The Weight-For-Age scale was devised by Englishhandicapper Admiral Rous in the middle of thenineteenth century to provide a level playing field forhorses of all ages and sex in races over all distances and timesof year.However, until recently, few owners of mares contesting theCox Plate would have been congratulating the Admiral on ajob well done.First run in 1922, it was not until 1942 that Tranquil Star, thefirst mare to be successful, scored the first of her two wins inthe race.Soon after, Flight won the event in 1945 and a division ofthe race in 1946 (believe it or not the race was run in twodivisions that year) with three year-old filly Surround in 1976being the only other female winner up to 1996.The statistics have started to turn around since then, withmares winning five of the last 15 renewals of the race.Dane Ripper won in 1997 followed by Sunline twice, MakybeDiva and last year Pinker Pinker winning the event.While the <strong>2012</strong> race is still some way off, mares look tohave a stranglehold on it, with More Joyous and Mosheendominating their male rivals in early betting markets.It was three mares that headed the markets until Cox Platefavourite Atlantic Jewel was recently declared out for thespring with a tendon injury.The race could also provide a fascinating battle within itself.More Joyous, the dominant mare over 1400 to 1600 metresin recent years, takes on Fastnet Rock’s outstanding fouryear-olddaughters Mosheen.With eight Group <strong>On</strong>e wins on her CV, More Joyous is thesecond best performed mare in the country behind BlackCaviar and her owner John Singleton is desperate to makeamends for her 2010 Cox Plate failure, putting his foot downwhen her trainer Gai Waterhouse suggested a Royal Ascottrip that would have ruled out the <strong>2012</strong> Cox Plate.Singleton had raced several other mares including MoreJoyous’ dam Sunday Joy overseas but saw them fail to race inAustralia again.‘‘She (More Joyous) has proved she can run 2000 metresnow, so the Cox Plate is a race I’m really looking forward to,’’Singleton said after More Joyous won the Queen ElizabethStakes last April.Waterhouse is never short of confidence and says MoreJoyous has every chance of winning the race this year, withthe younger mare not giving her much reason for concern.36 | ON TR ACKPhotography by Fiona TomlinMosheen| 37

Let’s put it that way.’’Mosheen had a great spring, winning the VRC Oaks by ninelengths and backed up in the Autumn to beat the males inthe Australian and Randwick Guineas and her own sex in theStorm Queen Stakes.Mosheen’s managing owner Phil Sly who has been waging acourageous battle with cancer over the last couple of years isjust enjoying the ride, which started when she ran second inthe Golden Slipper at just her second start, and appreciates thehelp the filly has given him in his fight.‘‘She’s been the greatest distraction. You can lob into thehospital and the bloke beside you will be wanting to know howshe’s going. It’s amazing,’’ Sly said.Last January, Sly sold a 50 percent interest in Mosheen toJapan’s leading thoroughbred breeder Katsumi Yoshida andMosheen will eventually go to stud in Japan, with an overseasracing campaign likely before that if her form warrants it.‘‘I don’t know why he (Yoshida) likes me. I’m just a builderfrom Melbourne with a few bucks but we’ve struck up a greatfriendship,’’ Sly said.While Mosheen has been a great help to Sly in his cancer battle,she has also been lifeline for her jockey Danny Nikolic who hasstruggled to gain traction in the riding ranks after several wellpublicised battles with <strong>Racing</strong> Victoria Stewards.For Robert Smerdon who had to contend with the pressureof taking over the training of Mosheen from Leon Corstensfollowing her two-year-old career, just getting the filly into theCox Plate will be a first.‘‘I’ve entered a few in hope but then reality has kicked in andhaven’t got much further. Won or placed in 21 Groupraces, thanks for the ride Whobe.''Laurence and Prue wrote on Facebook 18/08/12.Whobegotyou was a horse that encapsulated the very essence ofa champion. His record was not a perfect picket fence of wins norwas he a glamorous poster boy for the breed but he did possessone quality, other than his unarguable athletic ability, that set himapart from the rest and that was his courage.The horse with the funny name that his owner would neverelaborate on, had courage and he had it in bucket loads.He engendered the respect of all who worked with him orcompeted against him and he attracted a cult following amongthe racing public.When he came into the stables of trainer Mark Kavanagh he wasa gross colt, overweight, but quiet and with a kind eye. He was nota particularly eye catching individual, unlike his curvy counterpartShocking, but he did have a deep girth that housed a huge heart.His weight, not his attitude, pre-ordained that he would be geldedor he would get too heavy for the legs that would ultimately curtailhis career.No one who witnessed his debut as a late season two-year-old onthe Geelong synthetic track on the 23rd of May 2008 could forgetit. He produced what would become his trademark withering burstcoming from near last to win by one and three quarter lengths innear record time.His next win at <strong>Moonee</strong> <strong>Valley</strong> was equally impressive andit was then that trainer Mark Kavanagh was convinced he hada horse with an excellent future and where Whobegotyou firstshowed his affinity for the <strong>Moonee</strong> <strong>Valley</strong> strath ayr circuit.Whobegotyou’s future entailed another 27 starts - all instakes races - and netted another eight wins and over $3.2 millionin prizes.His biggest payday was in the Group <strong>On</strong>e Caulfield Guineas arace in which Whobegotyou stamped himself a champion andprompted his jockey Michael Rodd to declare him “the nextbig thing.” Wins at <strong>Moonee</strong> <strong>Valley</strong> in the Stutt Stakes and AAMIVase either side of his Guineas triumph ensured WhobegotyouChampion three-year-old honours, despite missing the majority ofthe Autumn with sore feet.This was unfortunately a precursor to physical issues that wouldhamper Whobegotyou’s career.“Whobe wasn’t the best legged horse we’ve ever had and he hadissues with his feet as well,” said trainer Mark Kavanagh. “Later in hiscareer I had to space his races and give him shorter preparations.That’s how we managed to keep him going for as long as we did.”Whobegotyou returned as a spring four-year-old however in finefettle. This was arguably his best preparation, making the transitioninto open company. Battle-ready he would grind his teeth on the bitas he walked the mounting yard, strong on the arm of his strapperIris Zimmermann – a new competitive trait.He was runner up in the Liston and the Memsie before returningto his favourite stomping ground for another <strong>Valley</strong> victory in hisfirst Feehan Stakes. He was narrowly beaten in the Underwood byHeart of Dreams but turned the tables on that horse in the Group<strong>On</strong>e Yalumba Stakes at his next start.“Later in his career I had to space his races andgive him shorter preparations. This October,however, the Cox Plate at <strong>Moonee</strong> <strong>Valley</strong> is shaping upas the race where a new superstar of the Australianturf will be crowned.Just a few years ago the unheralded Bart Cummings trainedthree-year-old, So You Think, unplaced in the CaulfieldGuineas at the start prior, roared into Australian racingfolklore with an all the way win in the Cox Plate.He returned a year later as a four-year-old, and again brokethe hearts of rivals to become a dual winner of Australia’sgreatest Weight-For-Age race.This year the odds are that it will be another three-year-oldwho will emerge as the star thoroughbred in the country.Crack colt Pierro, a three-time Group 1 winner in hisundefeated two-year-old season, is embarking on a CoxPlate campaign for trainer Gai Waterhouse.Throw in the John, Wayne and Michael Hawkes trained coltAll Too Hard, a half brother to world champion sprinterBlack Caviar, and the $3 million Cox Plate, to be decided onOctober 27, is set to be one of the best yet.Waterhouse and John Hawkes are both members ofthe Australian racing Hall Of Fame. RacecourseMaster Plan Update:August <strong>2012</strong><strong>Moonee</strong> <strong>Valley</strong> <strong>Racing</strong> <strong>Club</strong> (MVRC) is disappointed that after morethan two years of workshops and discussions with <strong>Moonee</strong> <strong>Valley</strong>City Council (MVCC) that the <strong>Club</strong> has been unable to progressits vision since making formal submission of its Master Plan forredevelopment of the <strong>Moonee</strong> <strong>Valley</strong> racecourse.Since MVRC lodged its rezoning application and Master Planin October, 2011, it has become clear that we have significantlyconflicting positions on several key development issues which hasled to an impasse with the MVCC.The issues of greatest conflict include building height and setbacks,public open space, transport and heritage.There appears no likelihood of a timely resolution and, therefore,MVRC has requested the Minister for Planning, Matthew Guy, tobecome the Responsible Authority in rezoning the racecourse siteand that he facilitates a process to allow the <strong>Club</strong>’s proposal to beconsidered on its merits.The <strong>Club</strong> has continued to communicate with the council while theMinister has been considering our request.However, the significant and ongoing delays arising from council’schanging positions on a number of development issues willpostpone rezoning approval on the site until at least mid to late2013. There appears to be little prospect of resolving these issuesunless council is prepared to allow some flexibility and for ourproposal to get to exhibition and public consultation, with thesedelays presenting serious implications for the feasibility of theproject.MVRC Master PlanIn June, 2011 MVRC released details of its vision to reconfigure itsracecourse and relocate the grandstand and to establish an excitingand vibrant residential, commercial and mixed-use development onthe club’s freehold land at <strong>Moonee</strong> <strong>Valley</strong>.The <strong>Club</strong> has a landholding of 40 hectares and proposes to utilise8 hectares of land for residential, commercial and retail use thatwould be developed over a 15 to 20 years period.The Master Plan contained the following components:Key Non-<strong>Racing</strong> Features• Provision for up to 3,000 world-class townhouse andapartment-style dwellings over 15-20 years;• Affordable housing provision;• Enhancement of the <strong>Moonee</strong> Ponds area with new andimproved facilities and amenities;• Improved community services;• A modern community function centre; and• Secure employment in construction jobs and, long-term,in commercial, retail and other sectors.Key <strong>Racing</strong> Features• A new four-tier grandstand with capacity for up to10,000 spectators;• Site capacity of comfortably holding crowds of up to 40,000on W.S. Cox Plate Day;• A new grass track utilising contemporary innovations forwater sustainability;• Extended home straight to 317 metres and increased trackwidth to 30 metres;• Provision for key race distances of 1200, 1600, 2040, 2400and 3000 metres;• New infield stripping stalls, with a tunnel through tothe mounting yard;• Greater use of the infield for car parking;• Efficient, state-of-the-art lighting; and• Potential for up to 30 night race meetings annually.What’s happened so far?MVRC and its architects and planning consultants have heldmeetings, workshops and discussions with MVCC senior managersover the past two years to develop the <strong>Club</strong>’s Master Plan as acomplementary asset within the <strong>Moonee</strong> Ponds Activity CentreStructure Plan.The <strong>Club</strong> engaged independent consultants to provide studies andreports that encompassed traffic modelling and transport, housingdensity and the capability of the development to meet increasedservices and community infrastructure in future years.MVRC voluntarily adopted the approach of unveiling its MasterPlan to the community in three public consultations at theracecourse. It also conducted member viewings and discussionswith consultants at the racecourse. The MVRC accepted feedbackfrom members and the community before making its finalsubmission to council.At various stages of our planning, the <strong>Club</strong> has informed the StateGovernment, Opposition and localised parliamentary members ofthe information outlined in the Master Plan.Heritage assessmentCouncil consultants made a heritage assessment of the MVRC siteand identified the following places to be considered for heritageprotection:• <strong>Club</strong> secretary’s house and garden.• S.R. Burston Stand• A precinct at the south-west corner of the site consisting of anumber of significant structures, trees and gardens, including theAlister Clark Rose Garden, Manikato Garden, main tote, horsestalls and birdcage, brick perimeter fence, saddling paddock andparade ground.Council has asked the Planning Minister for interim heritagecontrols over these sites while the official planning process isundertaken.MVRC maintains that the redevelopment is unviable should thesecontrols be implemented.Council initial assessment –February <strong>2012</strong><strong>On</strong> 2 February, <strong>2012</strong> MVCC requested the <strong>Club</strong> provides furtherinformation on key issues identified within the MVRC Master Plan.This request sought a level of detail, particularly relating to builtform, shape and 3D visualisation that is premature for this phase ofthe Master Plan and is beyond expectation for a large-scale projectthat is likely to develop over 15 to 20 years.MVRC response – May <strong>2012</strong>MVRC has advised council that it places onerous and unreasonablerestrictions on future redevelopment of the racecourse which, incombination, threatens the long-term viability of the <strong>Club</strong> at the<strong>Moonee</strong> <strong>Valley</strong> location.The key issues which will impact on the feasibility of theredevelopment include:• It requires the <strong>Club</strong> to set aside more than 4ha of developablearea for public open space purposes, which representsapproximately 50 per cent of the development area.• It requires protection of heritage assets (although these are yetto be tested through a separate planning process).• It does not accept proposed building heights and council, inadopting its consultants’ position, suggests a maximum buildingheight of up to 12 storeys.• It requires dwellings to be set back six metres from the streets.• It requires the relocated grandstand to be set back further(15m) from Wilson Street, resulting in it being situated withinthe redesigned racetrack.The <strong>Club</strong> has re-emphasised that it must upgrade its track andfacilities at a cost of more than $150 million in order to satisfy therequirements of the racing industry in the 21st century.The redevelopment provides an opportunity for the site tophysically integrate with the <strong>Moonee</strong> Ponds Activity Centreand create a substantial and visionary redevelopment that iscomplementary to State Government Planning Policy and catersfor future population growth in Melbourne.60 | ON TR ACK| 61


The consequences of these issues would render the redesign ofthe <strong>Moonee</strong> <strong>Valley</strong> racecourse to be economically and physicallyunviable.MVRC submits that council has failed to acknowledge that thisviable redevelopment provides a one-off opportunity which will:• Support local businesses in the <strong>Moonee</strong> Ponds Activity Centre.• Increase employment opportunities during and afterconstruction within the redevelopment and new racecourse.• Significantly add to council’s revenue base.• Provide the opportunity for a MVRC contribution to upgradeexisting community and recreational facilities in <strong>Moonee</strong> Pondsfor all to enjoy.• Facilitate the potential street and cycle network improvementssuch as north-south cycle connection through the infield topermit direct access to existing recreation and cycle facilitieseither side of the existing racecourse, subject to hours ofaccess by the <strong>Club</strong>.• Widen the Wilson Street road reserve by three metres intothe racecourse land to improve the streetscape and visualamenity and allow safe pedestrian and cycle use.MVRC firmly believes that the proposed Master Plan responds tothe challenges at the residential interfaces, meets the commercialreality of project investment/viability and will contribute to theprolonged period of sustained growth that is being experiencednow and into the next 20 years in Melbourne.Key development issuesBuilding heights and setbacksThe proposition for height and density put forward by the <strong>Club</strong>has been consistent and has been articulated in the Master Plan.Council’s independent advice of a height range of between four and12 storeys, the site constraints on open space and protection ofassumed heritage status on buildings within the developmental areamake it unfeasible to realise a development yieldPublic open spaceThe Master Plan included a proposed park of 3000 sqm (0.3ha),which was discussed with council officers during the plan’spreparation. While it is agreed that it preferred a single park of0.4ha to complement Queen’s Park, the Master Plan was amendedto provide for the park being positioned adjacent to McPhersonStreet and to create public realm interaction with three adjacentstreets.It is now clear that council requires a total of 4ha of public openspace on MVRC land, which would comprise 3ha of active openspace and 1ha of passive open space. The <strong>Club</strong> has reaffirmed thatit is not viable to have public open space within the centre infield ofthe racecourse.TransportThe <strong>Club</strong> has total confidence in the methodology of its consultantsand its initial traffic and transport assessment as being appropriatefor the Master Plan submission. The consultant team has met withCouncil, VicRoads and the Department of Transport on severaloccasions and has had ongoing discussions with authorities.HeritageCouncil is seeking a separate Planning Scheme Amendment tointroduce a heritage overlay over various sites on the <strong>Moonee</strong><strong>Valley</strong> racecourse land. The <strong>Club</strong>’s Master Plan contemplatesdemolition of all buildings and it is unreasonable and illogical for ourprocess to proceed independently of proposed heritage controls.Council feedback – June <strong>2012</strong>In its response to the <strong>Club</strong>, council provided feedback that includedthe following key points:• Council still wants more details about the proposed operationsof the site. Council feels this information is vital to understandingthe proposed realignment of the track and relocation of thegrandstand.• More information is still required around the proposed locationof the grandstand and its potential impacts.• Council would like to see more work done around trafficmodelling with input from VicRoads and Department ofTransport.• Council still has concerns about the lack of justification for theproposed redevelopment guidelines (that set out the heightsand setbacks of future development), and the lack ofinformation about whether the development would impact onthe existing character of the area or the amenity of residents.• Council strongly opposed the lack of open space proposed forthe site and included in the master plan.• Stronger and more detailed statements need to be included inthe master plan proposal around environmentally sustainabledesign.• Council still wishes to have heritage issues resolved before anyother action is taken with the Master Plan.The futureMVRC will continue to enthusiastically pursue every avenueavailable to us to enable the progress of this vision for aredeveloped <strong>Moonee</strong> <strong>Valley</strong> racecourse. The future pathwayrequires the <strong>Club</strong> and the council to work in harmony and agree oncomponents of a master plan that can be exhibited for communitycomment and would hope that we can reach mutual agreementsoon. Lengthy and unnecessary delays can only be a financialimposition on all parties, principally the <strong>Club</strong> and ratepayers.The <strong>Club</strong> is keen to remain a good neighbour to the <strong>Moonee</strong>Ponds community and to retain our racing base, which needsupgrading with improved facilities, as demanded by the industry.However, without the imminent certainty of our future direction,we would need to give consideration to alternate usage of our totalland area.62 | ON TR ACK| 63

The decision to retire the Elusive Qualitycolt was made after a lack lustre 11th in the Group 1 July Cup at Newmarket in the UK. Sepoyformerly trained under the Australian Darley trainer, Peter Snowden, won four Group 1’s withhim in Australia, including the Sportingbet Manikato Stakes. Sepoy was then sent abroad totry and emulate his stunning record in Australia, however, he unfortunately did not reach suchheights. The three-year-old is returning to Australia to pursue a hopeful stud career at Darleywhere he will command a $66,000 service fee.Helmet Headed Home To StudAfter a distinguished career, Helmet, Darley’s Group 1 winningtwo-year-old and classic winning miler has been retired to stud.This has come to fruition after a record breaking victory inlast year’s Group 1 Caulfield Guineas and two Group 1 winsas a two-year-old in the Sires’ Produce Stakes and theChampagne Stakes. The <strong>Spring</strong> <strong>Racing</strong> Carnival alone delivers a gross economicbenefit of $578.6 million."The Coalition's Government's $79.5 million Victorian <strong>Racing</strong> Industry Fund isdedicated to improving racing facilities across Victoria to help grow the economicbenefits arising from the industry and create new jobs," Dr Napthine said.The total cost of the super screen including installation is $1 millionwith the Victorian Coalition Government providing $500,000 through theVictorian <strong>Racing</strong> Industry Fund. <strong>Moonee</strong> <strong>Valley</strong> <strong>Racing</strong> <strong>Club</strong> will provide$400,000, with <strong>Racing</strong> Victoria providing $100,000.| 65
