Mozambique Floods 2013 – Response and Recovery Proposalactivities, together with other emergency income generating activities and access to markets.. Theprovision of small transportation infrastructure will be crucial in this regard as well. The agriculturesector is heavily impacted by inundation of farms that already have crops growing (estimated at110,000 ha). In addition to this, there is a need to rehabilitate basic infrastructure and capacities forthe resumption of basic services (health, etc). Sensitization on human rights and sensitization onHIV/AIDS need to be built-in to minimize risks to human security of the most marginalisedpopulations. It is also extremely critical that early recovery intervention include a focus on disasterrisk reduction and pave the way to a longer-term, holistic resilience approach.In order to address the needs of the affectedpopulations in a holistic manner towardbuilding communities' resilience to thecurrent and future floods there is the needfor an in depth assessment to identify boththe specific needs of the affectedcommunities covering all sectors. The earlyrecovery cluster which constitutes all thecluster leads from the HCT WG as well asstaff from the government sector – INGC, ismandated to coordinate and compile all thesector needs for the intervention.Xai-xai Bridge ©WFPNutritionThe destruction of crops and poor sanitation can have a negative impact on food security, especially inthe most vulnerable communities which may become at a later stage a nutritional problem. As manyhealth facilities (health centres and hospitals) have been seriously damaged, the regular provision ofnutrition services is clearly at stake, and the nutritional status of children under-five is at risk, as wellas of pregnant and lactating women, requiring a particular attention in displacement sites and floodedareas.EducationThe recent floods are estimated to affect about 180 schools, and about 73,000 children and 1,500teachers. The education system is affected by loss of shelter, damages to schools or inundation, loss ofschool materials, disruption of academic activities and the psychological effect of the event. Teachersalso get diverted from the school activities like any other affected population. There is an urgent needto restore normalcy in education failing which, there is a serious risk of children dropping out ofschool or losing a school year.TelecommunicationsFloods leave a big part of the affected area without electricity power and phone communications.Communication to the affected population is difficult due to electricity power cut in most part offlooded areas. People cannot be reached as there is no means of charging their mobile devices. TheEmergency Telecommunications Cluster is supporting the Government to set up mobile operationcentres on the ground, but its capacity is very limited. There is a need to supply electricity power todisplacement sites, in order to provide protection of displaced people and allow phonecommunications10
