These organizations have formed theBDCP Steering Committee. The plan will identify a set <strong>of</strong> water flow and habitat restorationactions to contribute to the recovery <strong>of</strong> endangered and sensitive species and their habitats in<strong>California</strong>’s Sacramento‐San Joaquin Delta.The goal <strong>of</strong> the BDCP is to provide for both species/habitat protection and improved reliability <strong>of</strong>water supplies. In order to select the most appropriate elements <strong>of</strong> the final conservation plan,the BDCP will consider a range <strong>of</strong> options for accomplishing these goals using informationdeveloped as part <strong>of</strong> an environmental review process. Potential habitat restoration and watersupply conveyance options included in the BDCP will be assessed through an EnvironmentalImpact Report (EIR)/Environmental Impact <strong>State</strong>ment (EIS). The BDCP planning process and thesupporting EIR/EIS process is being funded by state and federal water contractors. Moreinformation on the BDCP can be found at: http://baydeltaconservationplan.com/default.aspxClick Here ToComment On:<strong>Chapter</strong> 5Section 3.5.75.3.5.7 Emergency Response InitiativesEnhanced Flood Response and Emergency Plan ProjectDWR initiated a program to assist <strong>California</strong> communities with development or enhancement <strong>of</strong>existing flood emergency flood response and recovery plans. Pilot communities will be selectedbased on a set <strong>of</strong> pre‐defined criteria and must have specific flood hazards, must needassistance with flood response plans, must be willing to dedicate staff time to work with DWRand DWR contractors, and must be willing to serve as an ambassador for the program in thefuture. DWR and DWR contractors will work with administrators, emergency managers, andemergency responders in each pilot community to develop comprehensive flood response plansthat are unique to each community.DWR and DWR contractors will also meet with stakeholders such as county emergencymanagers, Cal EMA representatives, National Weather Service (NWS) Weather Forecast Office(WFO) representatives, and others as needed to develop comprehensive plans. At the end <strong>of</strong> theproject, each pilot community will have a state‐<strong>of</strong>‐the‐art flood response and recovery plantailored to its unique needs and circumstances. These plans will then serve as templates forother cities and counties across <strong>California</strong>.Flood FightingThe emergency measures used to prevent levee failure or to protect structures are known as“Flood Fight Methods.” <strong>California</strong>’s Department <strong>of</strong> Water Resources and the United <strong>State</strong>s ArmyCorps <strong>of</strong> Engineers have been using specific flood fighting methods for many years. While most<strong>of</strong> these methods are designed to be used to shore up levees, others have been adapted toPublic Comment Draft – July 2010 214
