Cal EMA has encouraged the StrategicGrowth Council (SGC) to include LHMPs as a grant‐eligible planning activity undertaken byMPOs, Regional Transportation Planning Agencies (RTPAs), and Councils <strong>of</strong> Governments(COGs) for determining regional GHG emissions reduction targets. In addition, many multiagencyLHMPs have been prepared by counties and COGs.Click Here ToComment On:<strong>Chapter</strong> 1Section 3.31.3.3 Public InvolvementPreparation <strong>of</strong> this SHMP has involved public participation at various times, venues, and levels<strong>of</strong> focus, including public participation with statewide single‐hazard plans. The following is abrief description <strong>of</strong> how business, non‐pr<strong>of</strong>it, and other stakeholder organizations are engagedin the plan update process.Prior Public ParticipationThree hazard‐specific plans—<strong>California</strong> Earthquake Loss Reduction Plan, <strong>California</strong> Fire Plan, andthe <strong>State</strong> Flood <strong>Hazard</strong> <strong>Mitigation</strong> Plan—were all developed through collaborative processesthat involved multiple stakeholders, including local, state, and federal agencies, non‐pr<strong>of</strong>itorganizations, and the public. They continue to be revised with separate update and publicparticipation cycles, in turn feeding into the 2010 SHMP update. For further information onstatewide hazard‐specific plan update processes, see Section 1.5.2.Also contributing to public participation in the 2010 SHMP update is local preparation andadoption <strong>of</strong> 743 FEMA‐approved Local <strong>Hazard</strong> <strong>Mitigation</strong> Plans as <strong>of</strong> December 2009, includingthose <strong>of</strong> 355 cities and counties and 388 special districts. Local governments are in a uniqueposition to encourage grassroots organizations, public and private organizations, and thegeneral public to directly participate in planning for increased safety and sustainability <strong>of</strong> theirown communities through the Local <strong>Hazard</strong> <strong>Mitigation</strong> Plan update process. Overall trends andpatterns in these updates are in turn reflected in the 2010 SHMP.Private Sector ParticipationIn preparing the 2010 SHMP, Cal EMA has turned to the SHMT Cross‐Sector Communication andKnowledge‐Sharing Work Group to assess challenges in this subject area. The work group foundthat cross‐sector interaction between public and private sector organizations is primarily issuefocused,that cross‐sector knowledge is limited about what data exist regarding each others’mitigation initiatives and how to access it, and that opportunities exist for expandedcommunication.Among other things, the work group recommended that Cal EMA bring more private sectorinvolvement into the SHMT, systematically organize outreach, develop a marketing strategyusing succinct “grabbers,” connect the SHMP with pr<strong>of</strong>essional associations and localgovernments, and organize feedback from expanded contacts to flow into the SHMP. To theextent practical, these recommendations have been used in organizing the 2010 SHMP publicoutreach approach. Private sector and pr<strong>of</strong>essional association participation in the SHMT hasbeen expanded and a public survey was organized.Public Outreach StrategyThe public outreach strategy is both extensive and intensive.
