STAKEHOLDER RESPONSIBILITIES 26The Education Act 1998 sets out <strong>the</strong> responsibilities of three stakeholder groupswho are <strong>in</strong>dividually <strong>and</strong> collectively responsible for <strong>the</strong> sett<strong>in</strong>g <strong>and</strong> achievement ofst<strong>and</strong>ards <strong>and</strong> accountability <strong>in</strong> primary <strong>and</strong> post-primary education <strong>in</strong> Irel<strong>and</strong>: (i)<strong>the</strong> Department of Education <strong>and</strong> Science, <strong>in</strong> particular <strong>the</strong> Inspectorate Division; (ii)Boards of Management (BOMs) <strong>and</strong> Patrons of Schools; <strong>and</strong> (iii) <strong>the</strong> NationalCouncil for Curriculum <strong>and</strong> Assessment.The ma<strong>in</strong>tenance of st<strong>and</strong>ards 12 <strong>and</strong> accountability <strong>in</strong> <strong>in</strong>dividual primary <strong>and</strong> postprimaryschools is central to <strong>the</strong> achievement of education policy <strong>in</strong> Irel<strong>and</strong>. TheEducation Act 1998 del<strong>in</strong>eates <strong>the</strong> responsibility of <strong>the</strong> M<strong>in</strong>ister for Education <strong>and</strong>Skills with regard to quality assurance with<strong>in</strong> <strong>the</strong> education system generally. Inparticular, Section 13 of <strong>the</strong> Act specifies <strong>the</strong> role of <strong>the</strong> Inspectorate Division of <strong>the</strong>Department of Education <strong>and</strong> Skills. Section 14 of <strong>the</strong> Act clearly identifies <strong>the</strong>responsibilities of primary <strong>and</strong> post-primary school BOMs <strong>in</strong> <strong>the</strong> achievement ofst<strong>and</strong>ards <strong>and</strong> accountability.The follow<strong>in</strong>g section outl<strong>in</strong>es <strong>the</strong> roles <strong>and</strong> responsibilities of a number of sectionswith<strong>in</strong> <strong>the</strong> DES, <strong>in</strong> particular <strong>the</strong> role of <strong>the</strong> Inspectorate Division, school BOM, <strong>the</strong>National Council for Curriculum <strong>and</strong> Assessment (NCCA) <strong>and</strong> <strong>the</strong> Teach<strong>in</strong>g Council,with regard to <strong>the</strong> achievement of st<strong>and</strong>ards <strong>and</strong> accountability <strong>in</strong> <strong>the</strong> Irish schoolsystem.3.1 Department of Education <strong>and</strong> SkillsAs stated previously, <strong>the</strong> DES has overall responsibility for education policy <strong>and</strong> for<strong>the</strong> adm<strong>in</strong>istration of <strong>the</strong> education system <strong>in</strong> Irel<strong>and</strong>. The follow<strong>in</strong>g sectionsdescribe several key sections/divisions with<strong>in</strong> <strong>the</strong> Department who haveresponsibilities <strong>in</strong> relation to <strong>the</strong> achievement of st<strong>and</strong>ards <strong>and</strong> accountability <strong>in</strong>Irish schools. For <strong>the</strong> purposes of this report <strong>the</strong> role <strong>and</strong> responsibilities of <strong>the</strong>Inspectorate Division is elaborated <strong>in</strong> more detail than <strong>the</strong> o<strong>the</strong>r sections/divisions<strong>in</strong> light of its engagement <strong>and</strong> <strong>in</strong>teraction with schools, teachers, pupils, parents <strong>and</strong>BOMs through a range of monitor<strong>in</strong>g, <strong>in</strong>spection <strong>and</strong> evaluation arrangements.12Educational st<strong>and</strong>ards has a mean<strong>in</strong>g quite separate to <strong>the</strong> use of <strong>the</strong> term <strong>in</strong> o<strong>the</strong>r sectors <strong>and</strong> services.Generally, <strong>in</strong> education, <strong>the</strong> term is taken to mean <strong>the</strong> levels of achievement atta<strong>in</strong>ed by learners, which is onlyone <strong>in</strong>dicator of system quality.
