A summary of Mid-Term EvaluationReport, including the observations and recommandations, was presentedin the framework of the SAPARD Program Monitoring Committee in July2004.2. CONTRACT OBJECTIVESThe Mid-Term Evaluation Update aim is the examination and analysis ofresults produced by the SAPARD program, taking into accountrecommendations and observations contained in the already carried outMid-Term Evaluation. This would contribute to the improvement of thecurrent implementation stage of the Program and monitoring system, andto the eventual re-orientation and adjustment of budget allocations amongthe Program Measures in its last year of implementation.2.1 General Objectives:Updating of Mid-Term Evaluation general objective is the examination andanalysis of SAPARD Program results in 2000-2005, also with reference tothe recommendations and observations contained in the Mid-TermEvaluation Report concerning the implementation period 2000-2003, withreference to the two major objective of the Program as defined in Article 1(2) of the EC Regulation 1268/1999, as well as the provisions of Regulation445/2002, Article 57(1).In particular the mid-term updated evaluation must supply information on theimplementation and impacts of SAPARD Program, with the aim of:1) increasing the accountability and transparency of the programimplementation, with regard to the all actors involved, and in particularthe administrative and budget authorities and the public;2) improving the implementation of the program by contributing to informedplanning and decision-taking concerning needs, delivery mechanismsand resources allocations.2.2 Specific Objectives:The role of SAPARD Program Mid-Term Evaluation Updating is to improvethe previous evaluation, ensuring necessary corrections and eliminating anyconfusions and information gaps, aiming at displaying the actual state of theTERMS OF REFERENCE - Updating of Mid-Term Evaluation of the SAPARD Program 11
