collected data, analysis of the results and preparation of the first versionof Mid-Term Evaluation updating Report, which is to be discussed withthe Contracting Authority coordinating the mid-term evaluation updateactivities, no later than 10 th of October 2005;2. the completion of the mid-term evaluation updating and submission ofthe draft final version of Mid-Term Evaluation Updating Report to theContracting Authority, no later than 10 th of November 2005, so thatenough time should be allocated for examination by the MonitoringCommittee and possible adjustment or completion of the Report;3. The Final Mid-Term Evaluation Updating Report must be submitted tothe Contracting Authority no later than 10 th of December 2005.In case the Managing Authority recommends modifications to the reportsmentioned above at points 1, 2 and 3, the evaluator must incorporate themand resubmit the respective reports in no more than 5 days since therequest.The Managing Authority will present the Final Mid-Term EvaluationUpdating Report to the European Commission no later than 31 st ofDecember 2005.In case the European Commission recommends modifications in the report,the contract will automatically be extended to include the evaluatorobligation of incorporating the recommended modification and resubmittingthe Update Mid-Term Evaluation Report in no more than 7 days since therequest by the Managing Authority.6. REQUIREMENTS6.1 General RequirementsSpecialised staff and staff-related expenses for missions inside and outsideRomania, equipments, endowments, goods and services concerning theimplementation of contract activities, and logistic support for the successfulaccomplishment of undertaken tasks are under complete responsibility ofthe services provider-contractor.6.2 Contractor Requirements- Companies with legal status, Romanian, foreign or mixed, which has asobject the activities requested through these Terms of Reference;TERMS OF REFERENCE - Updating of Mid-Term Evaluation of the SAPARD Program 38
