City of Bradford Metropolitan District CouncilLocal Development Framework For BradfordStage 4: Strategy and Guidelines10.16 In addition to assessing the landscape, it was also necessary to provide a basis for theformulation of landscape policies. The methodology adopted involved consideration ofpertinent factors and sensitivity indicators. This led to the identification of landscapestrategies for each Local Landscape Type. These strategies in turn informed theconclusions on strategy for the Landscape Character Areas.10.17 The four main strategies identified were:-• Conserve: where landscape character is strong, in good condition and has features, which distinguish the area from other areas.• Restore: where the underlying character is still reasonable strong but the overallstructure and individual elements and features are in decline.• Enhance: where the underlying character is weak with no clear defining structure, and where positive action is needed to create an improved landscape structure.• Create: where there is opportunity for a radical change to the existing landscape.A matrix was used to refine and focus the strategy based on Condition and Character.See Figure 9 below. The information on Character Area Strategy and Local Landscape Type Strategy is alsodocumented in section 11.0 of this study.Figure 9: Landscape Strategy MatrixGoodSTRENGTHENStrengthen andConserveCONSERVEConditionDecliningStrengthen andEnhanceConserve andEnhanceConserve andRestorePoorCREATIONRestore andEnhanceRESTOREWeak Moderate StrongCharacterLandscape Character Supplementary Planning DocumentOctober 2008 Page 70
