The TEEB Manual for Cities: Ecosystem Services in Urban ManagementSection 3:Applying the TEEB stepwise approach within citymanagementIntegrating a focus on ecosystemservices is dependent on how a particularadministration works. Nevertheless thereare certain principles that are more orless universal. Environmental personnelare usually most directly responsible foradopting a focus on ecosystem services, but working alone they can only achievelimited objectives. More importantly, environmental personnel need to bethe drivers and champions behindsuch an approach for it to be adoptedwidely enough to have an impact. Thisrequires not only dedication but alsocommunication skills and a realizationthat other views need to be takenconsistently into account – hence thefocus in this publication on stakeholderinvolvement. Within local governmentadministrations, these stakeholders canbe roughly divided into officials (fromother departments or line functions)and elected officials or politicians (whoeffectively make decisions) based mostlyon what officials propose.Figure 2 illustrates where ecosystemservices and biodiversity can beintegrated into local policy-making anddecisions.Integrating Ecosystem Services and Biodiversityin Local & Regional Policy MakingManagement &RegulationPlanning &RegulationMarket BasedInstrumentsEnhancingwell-being incitiesManagingscarcityGuidingland–usedecisionsSafeguardingbiodiversityProvidingincentivesEnhancingproducts andservicesEcosystemServicesin Citiesand PublicManagement(TEEB 2010, Chap 4)EcosystemServices inRural Areasand NaturalResourceManagementSpatialPlanning andEnvironmentalAssessment(TEEB 2010, Chap 6)EcosystemServices andProtectedAreas(TEEB 2010, Chap 7)Payments forEcosystemServices andConservationBanking(TEEB 2010, Chap8)Certificationand Labeling(TEEB 2010, Chap 9)(TEEB 2010, Chap5)Figure 2: An illustration of the opportunities for integrating ecosystem services and biodiversity into localand regional policy (further reading can be found in TEEB 2010, the specific chapters are shown in brackets).Source: Adapted from TEEB 2010.31
