T<strong>her</strong>e seems to have beenmore or less widely diffused a feeling of uneasinessupon which agitators could play. In 1647 theassembly had granted to the lord proprietor aduty of ten shillings per hogshead on all rphe duty ontobacco exported from the colony. This *°'^'''^'^°grantcalled forth remonstrances which seem tohave had their effect, as in 1649 the act wasrej)laced by anot<strong>her</strong> which granted to the proprietorfor seven years a similar duty upon alltobacco exported on Dutch vessels if not bound tosome English port.^ This act seemed to carry withit the repeal of that of1647, concerning which itwas silent ; if the first act continued in force, thesecond was meaningless. During the turbulencethat ensued after 1650 it is not likely that t<strong>her</strong>evenue laws were rigidly enforced. In 1659Baltimore directed Fendall to have the act of 1647explicitly repealed on condition that the assemblyshould grant him two shillings per hogshead ontobacco when shipped to British ports <strong>and</strong> tenshillings when shipped to foreign ports. Whet<strong>her</strong>this dem<strong>and</strong> was popular or not, we may gat<strong>her</strong>from dates that are more eloquent than words.The act of 1647 was repealed by the assembly in1660, but no grant in return was made to the proprietoruntil 1671, <strong>and</strong> then it was a imiform dutyof two shillings.
