Board’s approval obtained on24.01.2012.Wildlife issues: There are no national Parks, wildlife sanctuary, biosphere reserves foundin <strong>the</strong> 10 km buffer zone.Forestry issues: Total forest area involved for mining 316.62 ha. Extent <strong>of</strong> forest land in<strong>the</strong> project is 316.62 Ha.Total afforestation plan shall be implemented covering an area <strong>of</strong> 734.16 ha at <strong>the</strong> end <strong>of</strong>mining where reclaimed external OB dump is 72.28 Ha and Internal OB Dump 380.72 ha.Green Belt over an area <strong>of</strong> 188.17 ha. Density <strong>of</strong> tree plantation 2500 trees/ ha <strong>of</strong> plants.There are no court cases/violation pending with <strong>the</strong> project proponent.Certificate <strong>of</strong> compliance <strong>of</strong> earlier EC from MoEF, Regional <strong>of</strong>fice, Bhubaneswar hasbeen issued vide <strong>the</strong>ir letter no. dtd. 18.07.2013.2.11.3 The proposal was last considered in <strong>the</strong> 47 th EAC meeting held on 23 rd -24 th April, 2012. TheCommittee desired that proponent may re-examine <strong>the</strong> location <strong>of</strong> <strong>the</strong> proposed washery and<strong>the</strong> CHP nearer to <strong>the</strong> mine towards <strong>the</strong> sou<strong>the</strong>rn side <strong>of</strong> <strong>the</strong> ML. The Committee also desiredthat <strong>the</strong> proponent examine storing <strong>the</strong> OB in a temporary external OB dump(s) in <strong>the</strong>mineralised area <strong>of</strong> <strong>the</strong> ML. The Committee also observed that <strong>the</strong> CCL colony would bebetween <strong>the</strong> two proposed external OB dumps and desired that <strong>the</strong> location <strong>of</strong> <strong>the</strong> external OBdumps on both sides <strong>of</strong> <strong>the</strong> colony, transport <strong>of</strong> coal, location <strong>of</strong> washery and railway sidingrequires re-examination. The Committee also desired that <strong>the</strong> water bodies and river andsurface drainage should not be disturbed and an embankment between <strong>the</strong> water bodies andmine operations should be provided. The Committee desired that a three-stage settlingtank/pond should be established for settling <strong>the</strong> suspended solids. The Committee desired that<strong>the</strong> 90m dump height with ultimate slope <strong>of</strong> 280 should be calculated from <strong>the</strong> toe <strong>of</strong> <strong>the</strong>dump to <strong>the</strong> river bed to avoid collapse <strong>of</strong> OB dump in future due to mine seepage. The height<strong>of</strong> OB dump should also be reduced to 70m. The Committee desired that <strong>the</strong> satellite map anddigital map National Remote Sensing Centre (NRSC) <strong>of</strong> <strong>the</strong> whole ML area should beprovided.2.11.4 The proponent has fur<strong>the</strong>r informed that:i. The external OB dump and location <strong>of</strong> washery and CHP have been revised. Thedumper travel distance upto CHP would be reduced to 300 m from 1400 m. Thesou<strong>the</strong>rn part <strong>of</strong> <strong>the</strong> mine lease area is coal bearing, which has been /is proposed tobe included in quarry area <strong>of</strong> <strong>the</strong> adjacent coal blocks. As <strong>the</strong> coal evacuation isproposed from mine entry in <strong>the</strong> north <strong>of</strong> quarry, <strong>the</strong> coal transportation lead will bemore in case <strong>the</strong> proposed washery and <strong>the</strong> CHP is located towards <strong>the</strong> sou<strong>the</strong>rnside <strong>of</strong> <strong>the</strong> ML. Therefore it is not suitable to locate <strong>the</strong> proposed washery and <strong>the</strong>CHP nearer to <strong>the</strong> mine towards <strong>the</strong> sou<strong>the</strong>rn side <strong>of</strong> <strong>the</strong> ML.ii. The OB dumping in internal dumps (demineralised/de-coaled areas) is proposed toits maximum extent. Only 11% <strong>of</strong> OB is proposed to be dumped externallypreferably on non-coal bearing area. Relocating <strong>the</strong> external OB dumps in <strong>the</strong>mineralised area (in coal bearing are) <strong>of</strong> <strong>the</strong> ML (Particularly in <strong>the</strong> south –sideadjoining blocks) will not only hamper <strong>the</strong>ir future development, but also increase<strong>the</strong> OB transport lead.iii. With revised layout <strong>of</strong> mine infrastructure, <strong>the</strong> minimum distances <strong>of</strong> <strong>the</strong> proposedwashery, CHP and external OB dump from <strong>the</strong> existing CCl colony will be around550 m, 600 m & 200 m respectively. It is proposed to develop 3 tier plantations allalong <strong>the</strong> periphery <strong>of</strong> <strong>the</strong> colony for dust and noise attenuation. This will protect<strong>the</strong> colony from air and noise pollution.iv. Bakaro River flows along east <strong>of</strong> <strong>the</strong> lease boundary and no change in its drainage isproposed. An embankment <strong>of</strong> 1.7 km length along Bokaro River is proposed to beconstructed.
