xi. There is R & R involved. There are 255 PAFs for <strong>the</strong>se production increasexii. Cost: Total capital cost <strong>of</strong> <strong>the</strong> project is Rs. 1500 Crore. CSR Cost (Capital cost: Rs.5 /tonne <strong>of</strong> Coal production. R&R Cost Rs. 4.0 crore <strong>the</strong>n Rs. 0.44 crore /year. EnvironmentalManagement Cost is Rs. 4.28 crore.xiii. Approvals: Ground water clearance is yet to obtained. The Mine Closure approval obtainedon 06.09.2011.Date <strong>of</strong> approval <strong>of</strong> mine plan is 30.03.2009.xiv. Wildlife issues: There are no national Parks, wildlife sanctuary, biosphere reserves found in<strong>the</strong> 10 km buffer zone.xv. Forestry issues: Total forest area involved for mining 965.4 ha. Extent <strong>of</strong> forest land in <strong>the</strong>project is 965.4 Ha.xvi. Total afforestation plan shall be implemented covering an area <strong>of</strong> 865 ha at <strong>the</strong> end <strong>of</strong> miningwhere reclaimed external OB dump is 135.7 Ha and Internal OB Dump 655 ha. Green Beltover an area <strong>of</strong> 10 ha. Density <strong>of</strong> tree plantation 2500 trees/ ha <strong>of</strong> plants.xvii. There are no court cases/violation pending with <strong>the</strong> project proponent.xviii. Public Hearing was held on 10.06.2009 at Government Secondary School, Village Bandha,District Singrauli, Madhya Pradesh.xix. The proponent had presented <strong>the</strong> issues raised during public hearing. These include; what are<strong>the</strong> benefits to <strong>the</strong> project displaced persons, livelily hood <strong>of</strong> villagers dependent on forestproduces, provisions in schools and hospitals <strong>of</strong> <strong>the</strong> villagers, plantation <strong>of</strong> trees around <strong>the</strong>ML area, water pollution control benefits in lieu against <strong>the</strong> acquisition and excavation <strong>of</strong>land <strong>of</strong> <strong>the</strong> villagers, <strong>the</strong> basis <strong>of</strong> employment for <strong>the</strong> unemployed educated youth, locationand mitigation <strong>of</strong> pollution due to dumps, facilities such as electricity road, school, hospitalto <strong>the</strong> Project affected persons, depletion <strong>of</strong> water table, provisions to mitigate soundpollution, measures to protect forest, provisions for grazing animals, R & R policy etc. Theproject proponent has informed <strong>the</strong> Committee that <strong>the</strong>y have given assurances to address <strong>the</strong>issues raised during <strong>the</strong> public hearing.2.2.3 The proposal was considered in <strong>the</strong> 59 th EAC meeting 24 th –25 th Nov, 2009, 68 th EACmeeting 28 th -29 th April , 2010. The proposal was last considered in <strong>the</strong> EAC meeting heldduring 26 th -27 th October, 2010 and recommended <strong>the</strong> project for EC. As per <strong>the</strong> OM dated 9 thSeptember, 2011 <strong>of</strong> <strong>the</strong> MoEF, where <strong>the</strong> Competent Authority has approved <strong>the</strong> grant <strong>of</strong>Environmental Clearance, <strong>the</strong> proponent will submit <strong>the</strong> Stage -1 Forest Clearance within 12months, which may be extended to 18 months in exceptional circumstances. The EC will beissued only after <strong>the</strong> Stage -1 FC submitted by <strong>the</strong> proponent. As per <strong>the</strong> OM <strong>of</strong> 18 th May,2012, in <strong>the</strong> eventuality that <strong>the</strong> Stage-1 FC is not submitted by <strong>the</strong> PP within <strong>the</strong> prescribedtime limit, as and when <strong>the</strong> Stage-1 FC is submitted <strong>the</strong>reafter such projects would be referredto <strong>the</strong> EAC. FC has been granted on 23 rd November, 2012. Keeping <strong>the</strong> FC and <strong>the</strong>se OMsview, <strong>the</strong> proposal was referred to <strong>the</strong> EAC for taking a view.2.2.4 The Committee after deliberation recommended <strong>the</strong> project for EC with <strong>the</strong> followingconditions:i. The Committee has noted that <strong>the</strong> WL Conservation Plan indicates presence <strong>of</strong> elephants in<strong>the</strong> study area. However, <strong>the</strong> Proponent had clarified that <strong>the</strong> elephants use <strong>the</strong> area more as apassage occasionally and return to <strong>the</strong>ir habitat located outside <strong>the</strong> study area.ii.iii.The PP has clarified that <strong>the</strong> area does not form a part <strong>of</strong> <strong>the</strong> elephant migratory corridor.The proponent was advised to implement <strong>the</strong> WL Con. Plan that involves development <strong>of</strong>more plantation, eco developmental activity such as creation <strong>of</strong> water bodies such as pondsand habitat improvement <strong>of</strong> <strong>the</strong>ir natural habitat. In addition, <strong>the</strong> areas around quarry, colony,etc. should be fenced to avoid elephant intrusion and falling into mine pits.iv. As confirmed by <strong>the</strong> proponent, <strong>the</strong> measures for improvement <strong>of</strong> Tribal population within<strong>the</strong> block, a one-time expenditure <strong>of</strong> Rs 4 crores shall earmarked for implementation <strong>of</strong>schemes to address <strong>the</strong> livelihood issues <strong>of</strong> tribal communities in <strong>the</strong> area.v. Since <strong>the</strong>re are settlements on ei<strong>the</strong>r side <strong>of</strong> <strong>the</strong> block <strong>the</strong> proponent should create a safepassageway for <strong>the</strong> elephants to move through <strong>the</strong> forest which forms <strong>the</strong>ir habitat-to mineand-back to forest and avoiding a man-animal conflict with <strong>the</strong> adjoining villages.MoM_ 2 nd EAC_Oct20135
