Hence, <strong>the</strong>re will not any significant fugitive dustemission during transportations. emission are very low.The proponent is in process to install automatic sprinkler system at <strong>the</strong> railway siding.Mechanically covered trucks are not available in <strong>the</strong> market. However, inA fleet <strong>of</strong> 250 – 300 fleet <strong>of</strong> vehicles are engaged for transportation <strong>of</strong> coal which cannot bediscarded suddenly, as <strong>the</strong> current infrastructure doesn't support it. However, whenever suchfacilities are available in <strong>the</strong> market, <strong>the</strong> proponent will slowly change all vehicles tomechanically covered trucks.The work <strong>of</strong> railway siding is going on in full swing and very soon it will start, fur<strong>the</strong>r anyextension in this regards will not be sought.In <strong>the</strong> existing plant, technology used for washing <strong>of</strong> coal is dry Process, hence <strong>the</strong>re is nousage <strong>of</strong> water in <strong>the</strong> process. Water required in <strong>the</strong> existing plant is only for domesticpurpose. Hence only wastewater generated in <strong>the</strong> existing plant is sanitary wastewater whichwill be treated in septic tank followed by soak pit. No wastewater is discharged into drains /water resources.In <strong>the</strong> proposed expansion, technology used for <strong>the</strong> washing <strong>of</strong> coal is wet process. Closedcircuit water system will be adopted in <strong>the</strong> proposed expansion; hence no wastewater will bedischarged from <strong>the</strong> proposed expansion project. Zero effluent discharge system will bemaintained.xxiv. The proponent confirmed to adhere to all <strong>the</strong> conditions stipulated in letter <strong>of</strong> Central GroundWater Board letter no.21-4(102)/CGWA/2011/174.xxv. The details <strong>of</strong> ash percentage in raw coal, clean coal and rejects range in <strong>the</strong> raw coal: 41-42%, Clean Coal: 32 – 37%; rejects: 60-75%.xxvi. Apart from <strong>the</strong> Rain Water Harvesting structures in <strong>the</strong> existing plant, a big reservoir / pondhave been developed in vicinity <strong>of</strong> <strong>the</strong> coal washery and rain water is harvested / collected in<strong>the</strong> same and after certain cleaning procedure it is used, as and when required in <strong>the</strong> coalwashery.xxvii.xxviii.xxix.xxx.xxxi.xxxii.xxxiii.xxxiv.Till date Rs. 38 Lakhs have been incurred for various CSR activities done in existing plant.Rs. 22.5 Lakhs is earmarked for CSR activities for <strong>the</strong> expansion project for <strong>the</strong> proposedactivities such as development <strong>of</strong> village road provision <strong>of</strong> drinking water facilities,conducting medical camps etc..As in coal washery, <strong>the</strong>re is no burning <strong>of</strong> coal hence <strong>the</strong>re is no concept <strong>of</strong> fly ash.Small clinics are present within <strong>the</strong> villages and dispensary is also established by <strong>the</strong> localgovernment in nearby tehsil and same are working under <strong>the</strong> guidance <strong>of</strong> Govt. Doctor,Trained Compounder and Nurses. Hospital is situated at Sipat, about 5 Kms. from plant site,where 24 Hrs. doctor facility is available.No occupational diseases are found in <strong>the</strong> local villagers except only common ailments likecold, fever etc. is prevalent in <strong>the</strong> nearby villages.Compliance <strong>of</strong> EC conditions have been made a which has been certified by <strong>the</strong> Ro, MoEF,Bhopal.A well-established environment lab has been established within <strong>the</strong> premises <strong>of</strong> <strong>the</strong> coalwashery.The Committee deliberated on <strong>the</strong> compliance report <strong>of</strong> <strong>the</strong> RO, MoEF.Various issues raised in <strong>the</strong> Public Hearing were: Existing plant emits lot <strong>of</strong> dust due to <strong>the</strong>coal crusher; dust harming agricultural land and crops; eye camp be made in <strong>the</strong> surroundingvillages; <strong>the</strong> proposed expansion will increase development <strong>of</strong> infrastructure and upliftment in<strong>the</strong> social status <strong>of</strong> <strong>the</strong> villagers; many accidents happened due to <strong>the</strong> truck movement; watersprinkling on <strong>the</strong> road be done to reduce <strong>the</strong> fugitive emission; a pond be provided aspromised; local primary health clinics & hospitals in <strong>the</strong> area be made; basic amenities viz.drinking water, health education, and sanitation, details <strong>of</strong> population be streng<strong>the</strong>ned. TheCommittee deliberated on <strong>the</strong>se issues alongwith <strong>the</strong> replies <strong>of</strong> <strong>the</strong> proponent and <strong>the</strong> actionplan submitted by <strong>the</strong> proponent. The Committee asked <strong>the</strong> proponent to implement <strong>the</strong>assurances given during <strong>the</strong> Public Hearing and <strong>the</strong> action plan submitted be implemented.MoM_ 2 nd EAC_Oct201334
2.16.4. The Committee after deliberation recommended <strong>the</strong> proposal for granting EC with followingspecific Conditions:i. Coal transportation shall be by mechanically covered trucks for loading and unloading.ii. Green belt in and around <strong>the</strong> coal washery should be fur<strong>the</strong>r intensified.iii. Automatic sprinkler system at <strong>the</strong> railway siding should be installed.iv. No extension for <strong>the</strong> work <strong>of</strong> railway siding will be sought by <strong>the</strong> proponent.v. No wastewater will be discharged into drains / water resources.vi. In <strong>the</strong> proposed expansion, technology used for <strong>the</strong> washing <strong>of</strong> coal is wet process. Closedcircuit water system will be adopted in <strong>the</strong> proposed expansion. project. Zero effluentdischarge system will be maintained.vii. The proponent should adhere to all <strong>the</strong> conditions stipulated in letter <strong>of</strong> Central GroundWater Board letter no.21-4(102)/CGWA/2011/174.viii. The assurances given during <strong>the</strong> Public Hearing and as per <strong>the</strong> action plan developed by <strong>the</strong>proponent should be implementedix. The CSR cost should be Rs 5 per Tonnes <strong>of</strong> Coal produced which should be adjusted as per<strong>the</strong> annual inflation.2.17 Chhinda OCP Expansion (0.18 MTPA to 0.65 MTPA in <strong>the</strong> existing ML area <strong>of</strong> 106.68ha) <strong>of</strong> M/s Western Coalfields Ltd., Tehsil Parasia, dist. Chindwara, Madhya Pradesh -EC based on TOR granted on 15.07.2011 - Reconsideration.2.17.1 The compliance report submitted by <strong>the</strong> RO, MoEF was deliberated. The compliance reporthas indicated that several conditions are ei<strong>the</strong>r partly complied or not complied. However, <strong>the</strong>proponent has submitted additional information and claimed that <strong>the</strong> report submitted by <strong>the</strong>Ro, MoEF could be reviewed taking into consideration <strong>the</strong> information submitted by <strong>the</strong>proponent. The Committee, <strong>the</strong>refore, asked <strong>the</strong> proponent to take up <strong>the</strong> matter with <strong>the</strong> RO,MoEF. The Committee asked <strong>the</strong> Member Secretary to request <strong>the</strong> RO, MOEF to submit arevised compliance report for fur<strong>the</strong>r consideration <strong>of</strong> <strong>the</strong> Committee.2.18 Ukni Deep Opencast Coalmine Project (expn. in prodn. From 2.20 MTPA to 3.50 MTPAand expn.in ML area from 940 ha to 1285.12 ha) <strong>of</strong> M/s Western Coalfields Ltd., locatedin dist. Yavatmal, Maharashtra - EC based on TOR granted on 28.10.2010-Reconsideration.2.18.1 The compliance report submitted by <strong>the</strong> RO, MoEF was deliberated. The compliance reporthas indicated that several conditions are ei<strong>the</strong>r partly complied or not complied. However, <strong>the</strong>proponent has submitted additional information and claimed that <strong>the</strong> report submitted by <strong>the</strong> Ro,MoEF could be reviewed taking into consideration <strong>the</strong> information submitted by <strong>the</strong> proponent. TheCommittee, <strong>the</strong>refore, asked <strong>the</strong> proponent to take up <strong>the</strong> matter with <strong>the</strong> RO, MoEF.
