CALIFORNIA FEDERATION OF REPUBLICAN WOMENPROPOSED BYLAW AND STANDING RULES CHANGESCurrent Bylaw:ARTICLE VI - DUES. Section 4The CFRW annual dues shall be thirteen dollars and forty cents ($13.40) per member, whichincludes NFRW dues of ten dollars ($10.00) and two dollars ($2.00) which shall be allocated tothe Legislative Advocates Sacramento Office Fund (LASOF). Dues shall be remitted to theCFRW Membership Secretary by the division officer as designated by their bylaws.Recommended Bylaw Change:The CFRW annual dues shall be thirteen dollars and forty cents ($13.40) fourteen dollars andforty cents ($14.40) per member, which includes NFRW dues of ten dollars ($10.00) and twodollars ($2.00) three dollars ($3.00) which shall be allocated to the Legislative AdvocatesSacramento Office Fund (LASOF). Dues shall be remitted to the CFRW membership Secretaryby the division officer as designated by their bylaws.Rationale: To provide financial support to assist in the retention of our Legislative AdvocatesSacramento Office.ARTICLE VII - OFFICERS AND DUTIESB. DUTIES. Section 4Current Bylaw:The Membership Secretary shall receive from the Division Treasurers all dues and moniesaccompanied by local club per capita reports. After immediate posting, she shall remit allmonies, with the complete information, to the CFRW Treasurer. She shall initiate inquiriesregarding non-compliance of local clubs meeting their reporting responsibilities. She shall keepthe official membership list. She shall certify the eligibility of delegates to the CFRW and NFRWConventions.Recommended Bylaw Change:The Membership Secretary shall receive from the Division Treasurers all per capita dues andmonies accompanied bv local club per capita reports, all NFRW. CFRW and LASOF per capitadues from the Division Treasurers, and all local club per capita reports from the DivisionMembership Secretaries. After immediate posting of membership information bv the DataCenter Manager, she shall assist the Data Center Manager in reconciling the reports. She shallremit all monies, with the complete information, to the CFRW Treasurer. She shall send thecompleted monthly report to NFRW. members of the CFRW Executive Committee, and DivisionMembership Secretaries. She shall initiate inquiries regarding non-compliance of local clubsmeeting their reporting responsibilities. She shall keep the official membership list. She shallcertify the eligibility of delegates to the CFRW and NFRW Conventions.
Rationale: The changes submitted are to bring the bylaws in line with current practices thathave evolved since the bylaws were written. This includes more clearly defining the term "percapita dues", and updating the way in which information and monies are sent to the MembershipSecretary. It acknowledges the role of the Data Manager in posting the information and the roleof the Membership Secretary in the reconciliation of the per capita reports. It also defines theway the monthly reports are distributed.Current Bylaw:ARTICLE XI - NOMINATIONS AND ELECTIONS. Section 1The nominating committee shall consist of seven (7) members to be elected no less than ninety(90) days prior to the Biennial Convention, as follows: Two (2) members and one (1) alternatefrom each of the divisions shall be elected by their Board of Directors at a regular meeting. Adivision president shall be ineligible to serve as a member of the nominating committee.A chairman and an alternate shall be elected from the CFRW Board of Directors in a regularmeeting. This chairmanship shall rotate in succession among the divisions. There are two distinct Internet positions: Data Center Manager and Web Manager(a)—Data Center Manager - Duties and Responsibilities are by contract*(1) Maintains CFRW membership database*(2) Membership tracking*(3) Mass e-mailing6*(4) Transmits the membership database to NFRW per their deadlines*(5) Maintains and updates the Mai List Program(6) Updates e-mail alias's on the CFRW website(7) Updates club information section on the website(8) Develops and posts forms to CFRW website (Per Capita, Service Charge Form,Gold Sheets, and Web Page Information)(9) Provide membership database to Division and County membership secretaries fortheir portion of the database as requested.2
