CALIFORNIA FEDERATION OF REPUBLICAN WOMEN2011 Board <strong>of</strong> Directors and Biennial Convention Standing RulesIn addition to the provision <strong>of</strong> the state bylaws, the following standing rules shall be adopted for the conduct <strong>of</strong>the convention.1. Voting Body. (Article XII, Section 4) The Voting Body shall be the delegates <strong>of</strong> each Club, the presidents,the vice presidents <strong>of</strong> each Division, the chief <strong>of</strong>ficer <strong>of</strong> the County/Region, and the members <strong>of</strong> the Board<strong>of</strong> Directors.2. Badges. All delegates, alternates, and guests shall be required to register and obtain a badge which shallbe worn within plain view at all times during the course <strong>of</strong> the Convention.3. Credentials.a. The Credentials Committee, immediately following the opening <strong>of</strong> the first business meeting, shall reportthe number <strong>of</strong> delegates and alternates registered as present with proper credentials, and shall makesupplemental reports after the opening <strong>of</strong> each day that business continues and any other time as requestedby the Chair.b. A member registered as an alternate can, upon proper clearance by the Credentials Committee, istransferred from alternate to delegate at any time during the continuance <strong>of</strong> business meetings.c. On Saturday at 3:00 p.m. registration doses for delegates to be eligible to vote in a contested electi4. Quorum. (Article XII, Section 6) A quorum shall exist at the Convention when one fourth (1/4) <strong>of</strong> thein good standing are represented wholly or in part by duly elected delegates (or alternates) and three (3)elected <strong>of</strong>ficers <strong>of</strong> the Executive Committee are in attendance.5. Motions. All motions longer than ten (10) words, except on matters <strong>of</strong> procedure, shall be written, signedby the proponent and delivered to the Chair.6. Debate. A delegate must proceed to a microphone; give her name and Club or title in order to obtainrecognition by the Chair. A speaker should state whether she is speaking in favor <strong>of</strong> or opposition to themotion. No member shall speak in debate more than once on the same question on the same day, orlonger than two (2) minutes, without permission <strong>of</strong> the Convention body granted by a two-thirds (2/3's) votewithout debate. Debate on each substantive motion shall be limited to ten (10) minutes.7. Cell Phones. Cell phones and pagers shall be silenced during all business meetings, workshops andspeaker presentations. Video camera and recording equipment, other than that approved by the president,shall not be permitted in the meeting room.8. Parliamentary Authority. Robert's Rules <strong>of</strong> Order Newly Revised shall govern the Convention in all casesto which they are applicable and in which they are not inconsistent with the bylaws and any special rules <strong>of</strong>order adopted by the CFRW.9. Amendment A two-third's (2/3's) vote <strong>of</strong> the delegates is required to amend or suspend these StandingRules.
