CALIFORNIA FEDERATION OF REPUBLICAN WOMEN2011 Board of Directors and Biennial Convention Standing RulesIn addition to the provision of the state bylaws, the following standing rules shall be adopted for the conduct ofthe convention.1. Voting Body. (Article XII, Section 4) The Voting Body shall be the delegates of each Club, the presidents,the vice presidents of each Division, the chief officer of the County/Region, and the members of the Boardof Directors.2. Badges. All delegates, alternates, and guests shall be required to register and obtain a badge which shallbe worn within plain view at all times during the course of the Convention.3. Credentials.a. The Credentials Committee, immediately following the opening of the first business meeting, shall reportthe number of delegates and alternates registered as present with proper credentials, and shall makesupplemental reports after the opening of each day that business continues and any other time as requestedby the Chair.b. A member registered as an alternate can, upon proper clearance by the Credentials Committee, istransferred from alternate to delegate at any time during the continuance of business meetings.c. On Saturday at 3:00 p.m. registration doses for delegates to be eligible to vote in a contested electi4. Quorum. (Article XII, Section 6) A quorum shall exist at the Convention when one fourth (1/4) of thein good standing are represented wholly or in part by duly elected delegates (or alternates) and three (3)elected officers of the Executive Committee are in attendance.5. Motions. All motions longer than ten (10) words, except on matters of procedure, shall be written, signedby the proponent and delivered to the Chair.6. Debate. A delegate must proceed to a microphone; give her name and Club or title in order to obtainrecognition by the Chair. A speaker should state whether she is speaking in favor of or opposition to themotion. No member shall speak in debate more than once on the same question on the same day, orlonger than two (2) minutes, without permission of the Convention body granted by a two-thirds (2/3's) votewithout debate. Debate on each substantive motion shall be limited to ten (10) minutes.7. Cell Phones. Cell phones and pagers shall be silenced during all business meetings, workshops andspeaker presentations. Video camera and recording equipment, other than that approved by the president,shall not be permitted in the meeting room.8. Parliamentary Authority. Robert's Rules of Order Newly Revised shall govern the Convention in all casesto which they are applicable and in which they are not inconsistent with the bylaws and any special rules oforder adopted by the CFRW.9. Amendment A two-third's (2/3's) vote of the delegates is required to amend or suspend these StandingRules.

The Credentials Committee shall issue a delegates badge to each registered voting member of the Convention.The voter must present the badge to the Elections Committee when the voter appears to vote.2. Article XI, Nominations and Elections, B. Elections.Section 1. The election shall be by ballot of the accredited delegates at the Convention. A plurality vote shall elect. No delegatemay have more than one vote.Section 2. If there is only one candidate for an office, the ballot may be dispensed with by general consent and the election heldby voice vote.3. Place/Time. The place and time of voting will be designated in the Convention program. However, should the afternoon session recessearly, the Chair will announce an earlier voting period.4. Ballots. Upon registering, each delegate will sign for her credentials. Before voting the delegate will sign next to her original signature.Only then will she be issued a ballot.5. Voting. The voter will mark the ballot in the space beside the name of the candidate for whom she wishes to vote. The marked ballotshould be folded in half and deposited into the ballot box. At that time the delegate's badge shall be marked.6. Spoiled Ballots. In the event that a voter makes an error, spoiling her ballot, she shall return it to a poll worker who will mark the faceof the ballot "spoiled" and issue another ballot to the voter.7. Electioneering.a. No posters or electioneering for candidates shall be allowed in the vicinity of the polling place.b. A candidate or her campaign workers, not exceeding three (3), may distribute printed materials on the Convention floor thirty(30) minutes prior to the opening of the doors to the general session of the Convention. A campaign worker shall be responsiblefor showing proper identification issued by the Credentials Committee. No campaign materials will be allowed in the officialconvention packets.c. Size of material distributed shall not exceed 81/2 inches x 11 inches.d. There shall be no posters or signs in the meeting rooms or around the entrance to the meeting rooms.8. Election.a. In contested offices, the challenging candidate is permitted a nominating speech of no more than three (3) minutes and one(1) seconding speech of no more than one (1) minute.b. Nominees chosen by the Nominating Committee, if contested, shall be entitled to one (1) seconding speech, limited to one (1)minute.c For any office having more than one person nominated, each nominee will have three (3) minutes to address the Conventiondelegates.9. Counting the Vote. The parliamentarian shall serve as the Elections Committee Chairman. The Elections Committee membersshall act as tellers for the count of the vote. Where there is doubt about any marking, and it is questioned by a member of thecommittee, the ballot in question shall be set aside for consideration of the whole committee before completing the count A majorityvote of the committee shall be required for recording that vote.10. Observers. Each candidate may have one (1) observer in the room while the votes are counted. There shall be no visiting or talkingamong the observers during the counting of votes. The names of the observers shall be presented to the Elections CommitteeChairman prior to the opening of the polls. Only the Elections Committee Chairman, appointed tellers, and observers shall be in theroom while the votes are being counted.11. Preservation of Ballots. Ballots and tally sheets shall be sealed and placed in charge of the President to be destroyed at the end ofthe Biennial Convention.12. Parliamentary Authority. Roberts Rules of Order Newly Revised shall be the parliamentary authority to govern the election in allcases to which they are applicable and in which they are not inconsistent with the bylaws and any special rules of order adopted bythe CFRW.
