CALIFORNIA FEDERATION OF REPUBLICAN WOMEN2011 Board <strong>of</strong> Directors and Biennial Convention Standing RulesIn addition to the provision <strong>of</strong> the state bylaws, the following standing rules shall be adopted for the conduct <strong>of</strong>the convention.1. Voting Body. (Article XII, Section 4) The Voting Body shall be the delegates <strong>of</strong> each Club, the presidents,the vice presidents <strong>of</strong> each Division, the chief <strong>of</strong>ficer <strong>of</strong> the County/Region, and the members <strong>of</strong> the Board<strong>of</strong> Directors.2. Badges. All delegates, alternates, and guests shall be required to register and obtain a badge which shallbe worn within plain view at all times during the course <strong>of</strong> the Convention.3. Credentials.a. The Credentials Committee, immediately following the opening <strong>of</strong> the first business meeting, shall reportthe number <strong>of</strong> delegates and alternates registered as present with proper credentials, and shall makesupplemental reports after the opening <strong>of</strong> each day that business continues and any other time as requestedby the Chair.b. A member registered as an alternate can, upon proper clearance by the Credentials Committee, istransferred from alternate to delegate at any time during the continuance <strong>of</strong> business meetings.c. On Saturday at 3:00 p.m. registration doses for delegates to be eligible to vote in a contested electi4. Quorum. (Article XII, Section 6) A quorum shall exist at the Convention when one fourth (1/4) <strong>of</strong> thein good standing are represented wholly or in part by duly elected delegates (or alternates) and three (3)elected <strong>of</strong>ficers <strong>of</strong> the Executive Committee are in attendance.5. Motions. All motions longer than ten (10) words, except on matters <strong>of</strong> procedure, shall be written, signedby the proponent and delivered to the Chair.6. Debate. A delegate must proceed to a microphone; give her name and Club or title in order to obtainrecognition by the Chair. A speaker should state whether she is speaking in favor <strong>of</strong> or opposition to themotion. No member shall speak in debate more than once on the same question on the same day, orlonger than two (2) minutes, without permission <strong>of</strong> the Convention body granted by a two-thirds (2/3's) votewithout debate. Debate on each substantive motion shall be limited to ten (10) minutes.7. Cell Phones. Cell phones and pagers shall be silenced during all business meetings, workshops andspeaker presentations. Video camera and recording equipment, other than that approved by the president,shall not be permitted in the meeting room.8. Parliamentary Authority. Robert's Rules <strong>of</strong> Order Newly Revised shall govern the Convention in all casesto which they are applicable and in which they are not inconsistent with the bylaws and any special rules <strong>of</strong>order adopted by the CFRW.9. Amendment A two-third's (2/3's) vote <strong>of</strong> the delegates is required to amend or suspend these StandingRules.


CALIFORNIA FEDERATION OF REPUBLICAN WOMEN2011 Biennial Convention Election Procedures1. Voter's Credentials. The Credentials Committee shall issue a delegates badge to each registered voting member <strong>of</strong> the Convention.The voter must present the badge to the Elections Committee when the voter appears to vote.2. Article XI, Nominations and Elections, B. Elections.Section 1. The election shall be by ballot <strong>of</strong> the accredited delegates at the Convention. A plurality vote shall elect. No delegatemay have more than one vote.Section 2. If there is only one candidate for an <strong>of</strong>fice, the ballot may be dispensed with by general consent and the election heldby voice vote.3. Place/Time. The place and time <strong>of</strong> voting will be designated in the Convention program. However, should the afternoon session recessearly, the Chair will announce an earlier voting period.4. Ballots. Upon registering, each delegate will sign for her credentials. Before voting the delegate will sign next to her original signature.Only then will she be issued a ballot.5. Voting. The voter will mark the ballot in the space beside the name <strong>of</strong> the candidate for whom she wishes to vote. The marked ballotshould be folded in half and deposited into the ballot box. At that time the delegate's badge shall be marked.6. Spoiled Ballots. In the event that a voter makes an error, spoiling her ballot, she shall return it to a poll worker who will mark the face<strong>of</strong> the ballot "spoiled" and issue another ballot to the voter.7. Electioneering.a. No posters or electioneering for candidates shall be allowed in the vicinity <strong>of</strong> the polling place.b. A candidate or her campaign workers, not exceeding three (3), may distribute printed materials on the Convention floor thirty(30) minutes prior to the opening <strong>of</strong> the doors to the general session <strong>of</strong> the Convention. A campaign worker shall be responsiblefor showing proper identification issued by the Credentials Committee. No campaign materials will be allowed in the <strong>of</strong>ficialconvention packets.c. Size <strong>of</strong> material distributed shall not exceed 81/2 inches x 11 inches.d. There shall be no posters or signs in the meeting rooms or around the entrance to the meeting rooms.8. Election.a. In contested <strong>of</strong>fices, the challenging candidate is permitted a nominating speech <strong>of</strong> no more than three (3) minutes and one(1) seconding speech <strong>of</strong> no more than one (1) minute.b. Nominees chosen by the Nominating Committee, if contested, shall be entitled to one (1) seconding speech, limited to one (1)minute.c For any <strong>of</strong>fice having more than one person nominated, each nominee will have three (3) minutes to address the Conventiondelegates.9. Counting the Vote. The parliamentarian shall serve as the Elections Committee Chairman. The Elections Committee membersshall act as tellers for the count <strong>of</strong> the vote. Where there is doubt about any marking, and it is questioned by a member <strong>of</strong> thecommittee, the ballot in question shall be set aside for consideration <strong>of</strong> the whole committee before completing the count A majorityvote <strong>of</strong> the committee shall be required for recording that vote.10. Observers. Each candidate may have one (1) observer in the room while the votes are counted. There shall be no visiting or talkingamong the observers during the counting <strong>of</strong> votes. The names <strong>of</strong> the observers shall be presented to the Elections CommitteeChairman prior to the opening <strong>of</strong> the polls. Only the Elections Committee Chairman, appointed tellers, and observers shall be in theroom while the votes are being counted.11. Preservation <strong>of</strong> Ballots. Ballots and tally sheets shall be sealed and placed in charge <strong>of</strong> the President to be destroyed at the end <strong>of</strong>the Biennial Convention.12. Parliamentary Authority. Roberts Rules <strong>of</strong> Order Newly Revised shall be the parliamentary authority to govern the election in allcases to which they are applicable and in which they are not inconsistent with the bylaws and any special rules <strong>of</strong> order adopted bythe CFRW.

CALIFORNIA FEDERATION OF REPUBLICAN WOMENPROPOSED BYLAW AND STANDING RULES CHANGESCurrent Bylaw:ARTICLE VI - DUES. Section 4The CFRW annual dues shall be thirteen dollars and forty cents ($13.40) per member, whichincludes NFRW dues <strong>of</strong> ten dollars ($10.00) and two dollars ($2.00) which shall be allocated tothe Legislative Advocates Sacramento Office Fund (LASOF). Dues shall be remitted to theCFRW Membership Secretary by the division <strong>of</strong>ficer as designated by their bylaws.Recommended Bylaw Change:The CFRW annual dues shall be thirteen dollars and forty cents ($13.40) fourteen dollars andforty cents ($14.40) per member, which includes NFRW dues <strong>of</strong> ten dollars ($10.00) and twodollars ($2.00) three dollars ($3.00) which shall be allocated to the Legislative AdvocatesSacramento Office Fund (LASOF). She shall initiate inquiriesregarding non-compliance <strong>of</strong> local clubs meeting their reporting responsibilities. She shall keepthe <strong>of</strong>ficial membership list. She shall certify the eligibility <strong>of</strong> delegates to the CFRW and NFRWConventions.Recommended Bylaw Change:The Membership Secretary shall receive from the Division Treasurers all per capita dues andmonies accompanied bv local club per capita reports, all NFRW. CFRW and LASOF per capitadues from the Division Treasurers, and all local club per capita reports from the DivisionMembership Secretaries. After immediate posting <strong>of</strong> membership information bv the DataCenter Manager, she shall assist the Data Center Manager in reconciling the reports. She shallremit all monies, with the complete information, to the CFRW Treasurer. She shall send thecompleted monthly report to NFRW. members <strong>of</strong> the CFRW Executive Committee, and DivisionMembership Secretaries. She shall initiate inquiries regarding non-compliance <strong>of</strong> local clubsmeeting their reporting responsibilities. She shall keep the <strong>of</strong>ficial membership list. Rationale: The changes submitted are to bring the bylaws in line with current practices thathave evolved since the bylaws were written. This includes more clearly defining the term "percapita dues", and updating the way in which information and monies are sent to the MembershipSecretary. It acknowledges the role <strong>of</strong> the Data Manager in posting the information and the role<strong>of</strong> the Membership Secretary in the reconciliation <strong>of</strong> the per capita reports. It also defines theway the monthly reports are distributed.Current Bylaw:ARTICLE XI - NOMINATIONS AND ELECTIONS.
