BOARD ROOMAs usual I am pleased to report on what we have accomplished since the lastnewsletter.In January I worked at the polls during Early Voting and on Election Day. As a result Ifound myself returning home when it was dark. I was very surprised to see that many ofour residents were out walking but they were wearing the wrong clothing. Dark clothingmakes it very hard to see you as you. I suggest you choose reflective clothing orsashes or even better yet, light colored apparel so that drivers can see you at night.As of this newsletter the Security Committee has passed and the CDD Board shouldhave passed new rules at their February meeting, about entry into CLI in the evening.Briefly here are the highlights:1. Adult residents will be the ONLY ones who may authorize visitors to enter ourcommunity.2. In the evening the Gate House will call the home of the resident the visitor names ashis destination but if nobody answers the visitor will be asked to return at a later time/date. For additional information you can contact the Beach Club or the Morris BridgeGate House.Over the past couple of months we have been experimenting with a daytime rover andhave discovered that by using the Off Duty TPD officer we have increased the securityof our community. A reminder to all: the posted speed limit for CLI is 25 MPHthroughout the community, except at the approaches to the guardhouses, where it is 10MPH.Meanwhile we have completed the inner sidewalk around Cory Lake Drive so you canwalk and push your strollers all around the <strong>lake</strong> without detouring into the roadway.Don’t forget that April 15 th is tax day. Make sure you get your returns in on time.Be assured that your CDD Board is working hard to provide the lifestyle and amenitiesyou desire. I look forward to continuing to serve you and our community.David Burman, CDD ChairSUPERVISOR INTRODUCTION LETTERDear CLI Resident,I'd like to introduce myself as your newest Cory Lake Isles Community DevelopmentDistrict (CDD) Supervisor. In case you are not sure what that means, the CDD isresponsible for the public areas in our community (<strong>lake</strong>, streets, club house, etc.) andthere are five CDD Supervisors who make decisions about how to manage the district's$1.8 million annual budget.Some of you may already know me as the resident volunteer who has managed the CLIGym Email User Group over the last 2 ½ years. If you are not familiar with the usergroup, we have used it to gain user input on items requested by the 175 resident gymusers in order to present them to the CDD board for funding. As some of you may know,over the last 2 ½ years the gym has been transformed into a larger and better equippedfacility and is one of the most used amenities in the district.My goal as a Supervisor is to bring the same process that we used in the gym for theentire district.Furthermore, it is my objective to bring matters that will be considered by the CDDBoard of Supervisor to your attention before they are considered by the board. In thisway, I will be able to accurately represent you on those matters.The CDD is developing a new website and through that medium the Board will beseeking your input on future plans of the District.One last thing, outside of board meetings this position is voluntary and like many of youI have a full time job. Members of the gym user group can attest that there were timeswhen we got more accomplished than others. So, if there is an item that you are waitingon, I'll ask for your patience in advance. We have seen that over time great results canbe accomplished.I look forward to representing you :)FACILITIES MANAGEMENTUPDATESNew Landscape Maintenance Contactor –Effective January 1, 2012 the CDD issued aNotice-To-Proceed to a new LandscapeMaintenance contractor, LandscapeMaintenance Professionals, Inc. (LMP). This isthe same landscape contractor that plannedand installed the enhanced landscaping lastyear along Cory Lake Boulevard East (MorrisBride Entrance). LMP replaces ValleyCrest onthe three-year maintenance contract. The newcontract is a “site-based” contract that providesa designated landscape crew at Cory LakeIsles. The District has provided a securefenced area for LMP to store equipment andmaterials in support of this site-basedapproach. This different approach is intendedto provide more cost effective and responsiveservice at Cory Lake Isles.Steve Small is LMP’s on-site project managerand you will see him daily supervising histeam’s work throughout the community. Pleasesay “hello” to Steve and welcome his team tothe community. Steve reports to your CDDFacilities Manager, John Darling. As always,send your comments and questions to Johnregarding the landscaping and suggestionshow we might improve this aspect of ourcommunity.Event & Community Relations Manager Hired –The CDD Board of Supervisors approve thehiring of a full-time Event & CommunityRelations Manager for 2012. After advertising,receiving letters of interest and conductinginterviews, Jennifer Wiggins was selected.Jennifer is a resident of Cory Lake Isles andhas previously provided event managementservices on a part-time basis in 2011. Thisnewly defined position includes event planningand management, communications (including“The Islander” newsletter), websitemaintenance, community relations andselected administration support. This positionwas largely the result of a Strategic Planningeffort undertaken in 2011 that includednumerous committee meetings and residentsurvey results that determined the communitywanted more events and activities.• Street Trees – The initial phase of thestreet tree replacement program is nearlycomplete. More than 60 trees have beeninstalled in the CDD right-of-way in front ofresidences to replace the diseasedCanary Island Date Palms that wereremoved over the past several years. FACILITIES MANAGEMENT UPDATESCONT.• Islands and Cul-De-Sac Landscaping – By now we trust that everyonehas seen the efforts to re-landscape the numerous islands and cul-de-sacs around Cory Lake Isles. Some of the old spent landscaping andplants were removed from the entrance islands and cul-de-sac plantareas and new materials installed over the past two months. As someareas of Cory Lake Isles approach twenty years old it will continue benecessary to invest in replacing landscaping and facilities as they ageor become obsolete. This has been the focus on some of thelandscape rehabilitation projects that has been undertaken in thecommunity. The winter frosts impacted these areas, like most of thelandscaping. We decided to live with the “brown” for a while, butanticipate that these areas, once cut back, will show new growth asthe weather continues to improve into the spring and summer. Theremay be a need to do some remedial plantings in these areas once wesee how the recover from the winter.• Sidewalk Construction – After the holiday season the CDD approvedthe construction of additional sidewalks to complete the inner looparound Cory Lake Drive at a cost of about $30,000. This project,which also included some sidewalk repairs, was considered for bothits safety and enhancement benefits to the community. Oncecompleted pedestrians will be able to walk around the entire 3-mileloop around Cory Lake Drive without having to walk into the roadway.Residents are encouraged to keep the sidewalks free of debris andvehicles so that they can be used as they are intended. Residentsshould also keep their street trees trimmed to allow safe and easywalking for pedestrians.• Irrigation Rehabilitation – As noted above, much of the infrastructurewithin Cory Lake Isles is approaching 20-years old. This is especiallytrue for major portions of the common areas irrigations systems. In2012 we have begun to rehabilitate selected portions of thelandscape irrigation system. Some of this was completed as part ofCory Lake Boulevard East landscape rehabilitation project completedin 2011. Now we are focusing on other priority areas where theirrigation system needs constant repairs. Water conservation andreducing our water demand is a factor in replacing select part of oursystem. There is better technology available to reduce our water useand our plant pallet is being adjusted to limit the irrigation demand.While wells provide much of our irrigation water some areas of thecommon area irrigation uses City of Tampa water. This irrigation useif very expensive so these zones and equipment are being givencareful consideration for upgrade with the idea of reducing life cyclecosts.• Implementation of Asset Management System – In 2011 we acquiredan asset management software license for the Cory Lakes CDD. Webegan an inventory of all District assets in 2011 that included photodocumentation of all District facilities, equipment, amenities andassets. In 2012 we plan to implement this system to organize ourroutine maintenance procedures, manage work orders for staff andvendors, improve maintenance budgeting and plan for long-termreserves. Cory Lake Isles has all the assets and facility maintenancerequirements of a small city. These include: streets, stormwaterfacilities, recreations facilities, landscaping, safety and securitysystems, buildings, equipment, HVAC systems and commonelements of the District.• Cory Lake Isles Website – In 2011 the CDD and POA Boards decidedto establish a unified website for Cory Lake Isles. The site will be aone-stop site for residents and others interested in our community.The CDD plans to complete its portion of the website in February andhave the site operational shortly thereafter. The will contain links touseful information, forms, documents, amenities and a communitycalendar. Keep a lookout for this new development and the “Go Live”announcement.John Darling, P.E., CAMSTRATEGIC PLANNINGCOMMITTEEThe strategic planning committee has continued to workon action plans and a three-year strategic plan toimplement the four primary goals that were presented inthe December Islander. The focus of the four goals was towork with the CDD, POA, Cory Lake Isles Committeesand the field manager to provide:1. Improved Amenities;2. Improved Communication and Technology;3. Improved Community Appearance and4. Improved Safety and Security.One of our overall endeavors is to continue to build astrong sense of community through improvedcommunication, technology, amenities and residentsafety.A Request for Proposals for an Enhanced Amenities SitePlan was approved by the CDD Board in November, 2011.Proposals were received and reviewed by StrategicPlanning members and the CDD Board of Supervisors.The CDD Board awarded a contract to Wood and Partnersto develop the enhanced amenities site plan. This planincludes a feasibility study of the amenities requested byhomeowners through the homeowner survey completed in2011. It is anticipated that the site planning phase will becompleted by late spring 2012. Home owners will continueto be involved in this process.In the interim, the strategic planning committee continuesto work to improve our community and the services andactivities available to our residents.Suggestions from community members are alwayswelcome.Elizabeth RossEaross42@hotmail.comLAKE COMMITTEEMandatory Vessel Renewal StickersAs mentioned in the previous newsletter, residents withmotorized vessels are required to renew their CL vesselregistration by visiting the Beach Club and obtaining arenewal sticker. There will be no fee for the renewal giventhat it takes place prior to <strong>March</strong> 31st. Residents whorenew after this date will do so at a fee of $20 through4/30/12. Beginning in May, vessels without a currentrenewal sticker will be considered in non-compliance withthe declaration of covenants. Please call the Beach Clubat (813) 986-1031 with any questions.Non-Motorized VesselsNon-motorized vessels, such as kayaks and canoes, stillrequire initial registration but are exempt from the renewalprocess. These vessels must continue to display theiroriginal CL # decals.Looking Out for One AnotherPlease don't hesitate to call the Beach Club or GuardGates if you notice that a boat has come untied or may betaking on water. Oftentimes, residents are unaware thatthey have an issue and a quick phone call could lead tocontact with the homeowner to solve the problem beforesevere damage to the vessel occurs.Page 9 Ikare Publishing, Inc. 907-3629

LANDSCAPE/AQUASCAPE/FACILITIESCOMMITTEEThe LAF committee continues to work on improvements to ourneighborhood. You have continued to see the installation ofstreet trees, sidewalks, and plantings, as well as new facesdoing the servicing of the landscape. In addition, there areseveral more improvements to the Beach Club. As springapproaches, the efforts of all should be obvious in the newgrowth, color and greenery of the landscape.One of thebiggest changesmade in Januarywas the hiring ofa new landscapecontractor for themaintenance ofthe commonareas. LMP(LandscapeMaintenanceProfessionals,Inc.) has beencontracted to maintain all the plantings and irrigation of CLIproperty. CLI wanted to have a staff of dedicated professionalson site every workday, so that there would be continuous watchand work on the pruning, trimming, planting, fertilizing, wateringand mowing of the landscape plantings and grasses. SteveSmall and his crew report to work here at CLI and spend theirday detailing our landscape. With the same workers each day onsite, it is our hope that they take the ownership necessary tokeep with our directive to give our community a “resort quality”look and feel. We all should see the results of their diligence asthe winter months pass and the frost damage is replaced withnew growth.Anothermajornoticeablechange istheconstructionof thesidewalkaround CoryLake Drive.Hopefully bythe time youread this, theconstructionwill beSteve (pictured on the right) is the new head of the landscape servicing crew at CoryLake. He and his crew, in white trucks with green lettering, have been working on thecommon areas of CLI property since the beginning of the New Year.John Darling, CLI Property Manager, checks in with theconstruction crew installing the new sidewalk on Cory Lake Drive atthe Cross Creek entrance. The sidewalk completing the inner loopof Cory Lake Drive has been installed.completed. Empty lots, areas at the entrances, and connectionsfrom existing sidewalks to the road have been filled with 5-footwide concrete walk ways so that one can walk completelyaround the community on a sidewalk – never having to walkalong the roadway again. This will make it much safer forstrollers, bike riders, and all walkers to make the 3.106 mile looparound the community.It’s worth mentioning again, that no vehicles should be parkedso that they block the sidewalk in any manner. Please park yourvehicle so that it is wholly in your driveway. The HillsboroughCounty Parking Ordinance specifically prohibits blocking thesidewalk. Ordinance Number 98-48 reads: “No person shallstop, stand, or park a vehicle on a sidewalk.” Obstructing thesidewalk is a noncriminal violation subject to a civil penalty. So,please do your part to keep your vehicle in your driveway, andleave the sidewalk for its intended use.Vehicles must not be parked blocking the sidewalk. With the construction of sidewalks completed, it'simportant to have the sidewalks kept open for pedestrians and not obstructed by vehicles.Also, please trim your street treesso that a tall person may walkbeneath the fronds withoutobstruction. Many trees needtrimming to make it easy for a nicewalk around the community. Take afew minutes on a Friday afternoonor evening to trim your tree so thatyou can leave the fronds at the curbfor a Saturday trash pick up.The Beach Club has a couple ofnew additional items to help with itsbeautification and comfort. Fournew planters have been installed inthe interior of the building to add amore pleasing look to thesurroundings. In addition, four rocking chairs have been installedfor use both indoors and outdoors on the patio of the BeachClub. Whether you’re waiting for service from the office, usingthe Wi-Fi connection, or just wanting to read a book or watch thesunset, the chairs are there for your use.Last newsletter, you were reminded that a refrigerated waterfountain was installed outside the building on the playgroundside of the building. It is strictly for use by people, not pets orother animals. Please do not allow your pet to drink from thefountain, as has been noticed on many occasions. Feel free tofill a container for the pet to drink from, but please do not allowyour pet to drink directly from the fountain. Let’s keep it forusage by people only.We ask again that you take note of the following checklist foryour help with getting to the standards we want to have for ourcommunity:1. Park vehicles in your garage or driveway so that they do notobstruct the sidewalk.2. Prune your street tree so that people may walkunobstructed beneath it.3. Use trash containers with a lid only. Do not set out trashbags.4. Set trash containers at the curb no earlier than Tuesday andFriday evenings.5. Put landscape trimmings on your grass median or drivewayno earlier than Friday evening. (If it is put on a vacant lotnext to you, it will not get picked up.)The LAF committee appreciates your help to make this a greatlookingcommunity. We meet the second Tuesday of eachmonth, and encourage you to join us. NOTE FROM SECURITY PERSONNELFirst and foremost, I would like to wish all of the residents of Cory Lakes Isles a happy, prosperous and safe new year! The securitydepartment has compiled all of the incidents in Cory Lake Isles for 2011, and found several areas that will continue being focused onfor 2012. As reckless driving topped the list with the most reports last year, Security, along with the CDD would like to remindeveryone that the posted speed limit within all of Cory Lake Isles is 25 miles per hour. As this has been posted in "The Islander"newsletter on several occasions, there is a need for safety to the residents and visitors in this community consisting of 850 homes andfamilies (many with small children). Along with the contracted security staff, the Cory Lakes CDD Board of Supervisors retains extraduty Tampa Police officers, which are radar certified, to monitor and enforce the 25 MPH speed limit in the community.The second issue I would like to discuss is the issue with residents waiting in their parked vehicles for their children to be picked up bythe school busses. We would like to ask that if you do wait with your children, please do not park on the grass; the vehicles aredamaging sprinkler heads and landscaping. Please park on the side of the roadway, but not in such a manner that it blocks access toand from the roadways.Last but not least, I would like to remind the residents that the bar code lanes located at both entrances to Cory Lake Isles are forthose with active bar codes only. If your bar code does not work, or you do not currently have one on your vehicle, please make everyeffort to visit the Beach Club during it’s operating hours to have your bar code replaced or applied to your vehicle.As always, feel free to contact me directly with any concerns you may have regarding security at (813) 986-0030.
