In-STeP outreach includes regular meetings between<strong>IC</strong> partners, DS&T staff, members of the NISTC, and representatives from the <strong>IC</strong>’s acquisition andprocurement communities.Strengthen Integration across the <strong>IC</strong> S&T EnterpriseWhile the <strong>IC</strong> elements each contribute to the collective S&T resources of the enterprise, they also serveunique functions within their own customer communities. Havingevolved to serve unique purposes, the <strong>IC</strong> gains strength from theintegration of their S&T efforts, while recognizing that they also retainunique specialization developed over time to serve the needs of theirprimary customers.“Accordingly, DS&T and theNISTC will move in FY2016 toinstitutionalize new mechanismsto coordinate pre-operationalR&D efforts related to cross-Community challenges, therebyfreeing up FMs’ resources toaccelerate current programs orconfront additional challengeswithin their functional areas.”As noted in the Landscape, the DS&T’s breakdown of <strong>IC</strong>-wide S&Tneeds shows that it is essential for FMs to coordinate their R&Dactivities based on their competencies. As many needs are crossdisciplinary—touchingat least several elements and/or FMs—DS&T will play a stronger role to ensure that they are adequatelyresourced and addressed, including coordination of related R&D11
