CHAPTER 5Conclusions and Next StepsResponsibly Managing Risk across the IC S&T EnterpriseGiven the budgetary and operational challenges the IC is likely tocontinue facing in the coming years, the conditions are now right forthe IC to focus on enhancing its utility with policymakers, warfighters,and other IC stakeholders using the same or fewer resources. Usingthe comprehensive process outlined in this Strategic Plan, the DS&Tand the NISTC will provide IC stakeholders with sufficient insight andtransparency to ensure that the most promising means of generatingintelligence advantage are pursued. By implementing this StrategicPlan, the DS&T and the NISTC will make informed investmentrecommendations to the DNI and the PDDNI, as well as to the WhiteHouse regarding the allocation of resources to manage risk moreeffectively across the IC: a task that the Community is challengedto accomplish in a rational and defensible way with the tools andpractices currently available.“By implementing this StrategicPlan, the DS&T and the NISTCwill make informed investmentrecommendations to the DNI andthe PDDNI, as well as to the WhiteHouse regarding the allocationof resources to manage risk moreeffectively across the IC: a taskthat the Community is challengedto accomplish in a rational anddefensible way with the tools andpractices currently available.”The challenges facing the IC S&T enterprise are daunting, but not insurmountable. In-STeP enables DS&T tochampion creative, collaborative, IC-wide R&D efforts and investments, recognizing the value of bottoms-up,grassroots innovation across the Community and beyond. DS&T will use In-STeP as a means for interactingwith and expanding partnerships across the US Government, industry, and academia.21
