Report <strong>of</strong> <strong>the</strong> Pilot Research Project on Children Working in Cultural and Artistic Activities<br />

Arranging physical environments so as not to have any negative impact on children (hygiene<br />
and safety, not too hot and not too cold, etc.),<br />
Allowing no compromise on <strong>the</strong> basic needs <strong>of</strong> <strong>the</strong> child (nutrition, sleep, rest, play etc.),<br />
With regards to child development;<br />
Ensuring that candidate child actors take training in acting with due attention to <strong>the</strong>ir personal<br />
development,<br />
Acting in child-centred manner as long as child actors are employed,<br />
Ensuring that all people in working environments behave sensitive in <strong>the</strong>ir communication<br />
with child actors,<br />
Organizing for casting agencies and producers a process <strong>of</strong> selection and preparation observing<br />
child rights and avoiding any child exploitation/abuse,<br />
Never letting children involved in scenes that can cause trauma,<br />
Having scripts and programme content prepared as sensitive to child development,<br />
Assigning roles and jobs appropriate to <strong>the</strong> age and development level <strong>of</strong> <strong>the</strong> child concerned,<br />
Arranging set work in a manner not to interfere with child’s education and schooling,<br />
Making sure that child actor’s family is always present in <strong>the</strong> set throughout shooting,<br />
Apart from acting coach, ensuring <strong>the</strong> presence <strong>of</strong> a group <strong>of</strong> pr<strong>of</strong>essionals in <strong>the</strong> same<br />
environment (child psychologist, child psychiatrist, child development specialist, guide and<br />
psychological counsellor, social worker),<br />
With regards to implementation and monitoring <strong>of</strong> <strong>the</strong> above mentioned regulation;<br />
Having working environments and conditions <strong>of</strong> child actors inspected by labour and social<br />
security inspectors and social development specialists,<br />
Checking <strong>the</strong> fulfi lment <strong>of</strong> responsibilities by families and legal representatives to protect<br />
child actors within <strong>the</strong> framework <strong>of</strong> legislative arrangements,<br />
Building inspection mechanisms with constructive and dissuading provisions,<br />
Having <strong>the</strong> RTÜK examine <strong>the</strong> content <strong>of</strong> programmes and commercials as well as conditions<br />
<strong>of</strong> children working in <strong>the</strong>se in <strong>the</strong> light <strong>of</strong> universally accepted broadcasting principles,<br />
Organizing child actors in trade unions to protect <strong>the</strong>ir working rights (parallel to amendments<br />
in <strong>the</strong> labour code to regulate <strong>the</strong> working conditions <strong>of</strong> child actors, <strong>the</strong>re is also need to<br />
modify <strong>the</strong> trade union law to make union membership possible for children).<br />
With regards to legislative arrangements concerning children working in cultural and artistic activities:<br />
Establishing a commission that would regularly oversee <strong>the</strong> rights <strong>of</strong> children engaged in<br />
cultural and artistic activities and <strong>the</strong>ir families, working conditions and environments, roles<br />
assigned to child actors and content <strong>of</strong> scripts (this commission should include pr<strong>of</strong>essionals<br />
such as child development specialists, child psychologist and child psychiatrists),
