prevention and response to GBV. At county level, the Task Force falls under the umbrella of the PCG and is chaired by the county Gender Coordinators. Achievements: • Development of the Medical Report to be used in SGBV Prosecution (in collaboration with Ministry of Health and Social Welfare) • Development, training on, and implementation of standardized monitoring and reporting tools relating to the management and response to GBV, including common reporting forms to ensure enhanced data collection on SEA and other forms of GBV (See Annex 6) • Improved data collection and dissemination on SGBV and SEA prevalence • Establishment of a SEA subcommittee that successfully developed and implemented a National SEA Campaign launch, work plan, roll-out and evaluation (Details below) • Provision of a national forum for information-sharing on GBV, including SEA issues that require policy interventions and a space to conduct a needs analysis for implementation of relevant sectors in the GBV POA Challenges: • Absence of consistent monthly reporting from all partners in the field on GBV/SEA cases, which hampers the Ministry of Gender & Development ability to advocate for policy change • Lack of capacity of the GBV Unit of the MoGD to act as secretariat for the Task Force, collect, maintain and disseminate GBV statistics • Communication problems between county Gender Coordinators and MoGD staff at the national level, as well as among County Gender Coordinators 2.2 PSEA Awareness The ICN awareness subcommittee has now been subsumed into the National GBV Task Force. Initially, this group developed a Media Plan and Awareness Raising Strategy for SEA in Liberia, which was shared with the President of Liberia, who advised that implementation should take place through MoGD under the auspices of the GBV Task Force, given that SEA is a form of SGBV. In order to implement the media campaign, the GBV Task Force appointed an ad-hoc SEA Sub-committee tasked with planning the launch of the campaign, developing and implementing a work plan and approaching donors for the resources necessary for implementation. The sub-committee was chaired by the UNCT PSEA Coordination Officer, who also acted as the sub-committee secretariat. Members include representatives from MoGD, UNICEF, WFP, IRC, ARC, CCF, SAVE-UK, OXFAM, MERLIN, CVT, and the local NGOs known as FIND and EFHI. This group meets twice monthly to ensure a high level of commitment, enthusiasm, timely information flows and an ability to respond to challenges as they occur. 6 2.2.1 National SEA Campaign The SEA Campaign was launched by H.E. President Ellen Johnson Sirleaf in December 2006 (See Press Release, Annex 7) and rolled out by the GBV Task Force through the SEA Sub-committee throughout 2007. The sum of US$378,064 was ultimately directed toward the launch, rollout and evaluation of the campaign. Implementation began with the development of a common work plan (Annex 8), which was organized around four result areas: • Improving substantive knowledge on SEA prevention and response, including through training for civil society, the education, law enforcement and justice sectors, the development of standardized training materials, and other initiatives • Use of various media to raise SEA awareness, including radio and newspaper messaging, mass awareness activities in communities and development and procurement of IEC materials, the most successful of which were the conspicuous orange wristbands that were distributed nationally • Mobilization of sufficient resources to implement the work plan • Evaluation of the campaign Achievements: • Successful launch of the campaign by the President (See Presidential Address, Annex 9) • Anti-SEA campaign concert, jingles and dramas were featured on UNMIL Radio and community radio stations across the country • Cartoons and anti-SEA messaging appeared in several newspapers • A common SEA/GBV training kit was developed and circulated to each county Gender Coordinator, the GBV Task Force and PCG • Common SEA/GBV sensitization materials aimed at schools and illiterate populations were circulated to every county Gender Coordinator and main supporting agency • IEC materials were developed and distributed including wristbands, billboards at RIA, Spriggs Airfield, the Freeport and Redlight (a densely populated crossroads to 9 out of 15 counties), banners, posters, stickers and t-shirts • A campaign Evaluation Report was finalized with recommendations on how the campaign can better address SEA in Liberia • Mapping of activities was conducted across the country, revealing a lack of attention to the Southeastern region. As a result, additional funds were mobilized to use the “Day of the African Child” of June 15, 2007 as a platform for country-wide awareness campaigns focused on the prevention and response to SEA with special emphasis on activities in the Southeast
Anti Rape Campaign Since January 2007, rape has been the highest reported serious crime in Liberia. One of the responses from UN has been to support a National Anti-Rape Campaign. The first phase was launched in 10 of the 15 county seats with participation from UN, GOL officials, local authorities, CBOs and NGOs. The campaign targets media, civil society and the public with a specific focus on men and boys. This phase culminated in a large Anti-Rape Concert on June 28, 2008. (See Press Release, Annex 10) The second phase of the campaign will be focused on rural and remote areas in each county. It is expected that the county Gender Coordinators, in conjunction with the GBV Task Force at the county level, will develop a plan for the continued roll-out of the campaign. In order to ensure consistency of message and so as not to overload or confuse the target population, this campaign will dovetail into the SEA campaign to ensure coordination of activities among common actors. During the roll-out of the campaign, there were appeals that the information on rape and SEA as human rights violations and how they can be reported is sent into the districts and rural communities. The UN will support this process through continued involvement in the GBV Task Force including the SEA Campaign Sub-committee. 7
