4.5 TOR for SEA Sub-Clusters of County PCGs
Objective: The SEA PCG Sub-clusters are intended to be used as a means of building capacity, sharing
information and coordinating SEA activities taking place in the county, to ensure comprehensive coverage
of SEA prevention and response activities across the entire county.
Specific Terms of Reference
• The membership of the SEA working group should include UNMIL, UN agencies, NGOs (international and national),
community- based organizations and government authorities present in the county and should not be limited to
only those working in the area of protection
• It shall not be a venue for reporting individual cases of SEA. Such cases must be reported through the various
reporting mechanisms set up by the member organizations.
• It shall provide technical guidance on SEA programs and activities undertaken by any member agency.
• It should develop its own work plan to implement recommendations of:
o The ICN Awareness Group and GBV Task Force on the roll-out of the SEA awareness campaign in their
county
o The ICN Monitoring Group on the implementation of the ICN’s Monitoring and Reporting Action Plan in their
county
• It should have the capacity to provide (or to coordinate the provision) of facilitating support to member agencies for
SEA trainings, TOTs, workshops, sensitization sessions etc.
• Each member agency should share information with the group on any SEA activity it intends to undertake.
Procedures
The Sub-cluster shall:
• Nominate an agency to act as lead on SEA.
• Develop a TOR for the coordination of SEA in the county - using a template that will be provided by the PCG
Monrovia,
• Determine any SEA training needs of member agencies (reporting procedures, roles of SEA focal points, SEA
policies or codes of conduct, etc.) and coordinate to ensure those needs are met.
• Ensure clear and separate reporting lines for issues of a confidential nature
• Ensure that any attempts to report individual cases of SEA in meetings are stopped and the individual is referred to
the relevant reporting mechanism.
• Ensure that all members have a contact list of the local and national SEA focal points.
• Meet on a regular basis – frequency to be determined at the county level.
• Report back monthly to the county PCG meetings with updates and action points
