UNCT Coordination Officer for the Prevention of Sexual Exploitation and Abuse
Job Summary
The United Nations system has been charged by the Secretary General’s Bulletin on Special Measures
for Protection from Sexual Exploitation and Sexual Abuse, 2003 (SGB) to take the lead and to be seen to
be leading for the prevention of sexual exploitation and abuse (SEA). In response, the UNCT Liberia has
adopted a zero tolerance policy to SEA and established a formal SEA FP network thought which the SGB
is implemented.
In an effort to combat SEA at a global level, the UN has taken measures to prevent, report, investigate and
impose sanctions against perpetrators of SEA. One such measure was the development of In-Country
Networks (ICN). These inter agency networks act as the primary body for coordination and oversight on
prevention and response to sexual exploitation and abuse in the country in which it occurs. The ICN in Liberia
is chaired by the UNCT Resident Coordinator and has taken steps to ensure enhanced accountability,
coordination, and communication relating to the prevention and response to cases of SEA by personnel
working for the UN, its affiliated partners, international NGOs as well as other humanitarian assistance
workers. The government of Liberia has also recognized the existence of SEA as a national problem. As a
result, it has spearheaded the launch (2006) and continued roll-out of a national campaign on prevention
and response to SEA though the Ministry of Gender and Development which chairs the National GBV Task
Force. The UNCT plays a pivotal role in the implementation of the campaign in conjunction with local and
international partners.
The Coordination Officer will be under the overall supervision of the RC/HC with links to the UN Country
Team in Liberia. The coordination officer will be responsible for organizing the implementation of the
UNCT’s Zero Tolerance Policy and management of the UNCT SEA FP network. There will be linkages
to other UN agencies, specifically UNICEF, UNDP, WFP and UNHCR protection units, the UNCT Gender
Theme Group and the UN Mission in Liberia (UNMIL) Conduct and Discipline Unit (CDU). Externally there
will be linkages to National SEA coordination structures including the GBV Task Force, the Protection Core
Group at county and national levels and the ICN.
Duties and Responsibilities:
• Develop, carry out and regularly report to UNCT on annual UNCT PSEA (protection from SEA) work
plan;
• Administering and reporting on SEA component of the RC budget;
• Coordination of PSEA training for UNCT staff and implementing partners across the country;
• Module development/review and facilitation of SEA training modules for UN staff, staff of implementing
partners and, as appropriate, NGOs, government staff and community members.
• Strengthening and maintenance of UNCT SEA Focal Point Network through: chairing monthly
meetings, acting as secretariat to the network, enhancing communication and information sharing
among UNCT FPs, between UNMIL CDU and the FP network as well as the FP network and national
coordination mechanisms.
• Represent UNCT at ICN and act as its secretariat in collaboration with UNMIL CDU; including chairing
its three sub-working groups on awareness, coordination and monitoring and reporting.
• Prepare briefing notes, talking points, concept notes, reports, funding proposals and other documents
in support and promotion of UNCT’s zero tolerance policy implementation;
• Supporting the development of a common reporting and monitoring system in close connection with
UN agencies, UNMIL, NGOs and relevant government actors; including integrating SEA indicators
into existing monitoring and evaluation systems of the UNCT;
• Working closely with the UNMIL and the NGO community to ensure coordinated referral mechanisms
for victim services and implementation of GA Strategy on Victim Assistance; and
• Through participation in the UNCT gender theme group and IAPT, support PSEA mainstreaming
during UNCT planning, policy development and programming, e.g., development of relevant joint
programmes.
