STATEMENT OF OUR FUNDAMENTAL BELIEFS In contrast to the Labour Party, which seeks to promote dictatorial rule and begging as their primary strategy for economic development, the Dominica Freedom Party believes It is the people of Dominica who elect their government in order to secure their rights, security and prosperity, and as such government must function at all times by the consent of the people of Dominica and is answerable to the people. People, therefore, have the right to question their government, and the Government is duty bound to provide an appropriate and prompt response. We believe in the supremacy of the Constitution of Dominica which spells out and guarantees the rights of the people and the manner in which the affairs of government must be conducted. Law and order are essential for peace and prosperity and the general well being and safety of the Dominican people and that Parliament, as the highest policy and law making body of the country, must remain inviolate. No man is above the law or the Constitution. Participative approach to Development Policy formulation and implementation, whether in the area of economic and fiscal management or foreign relations. The Freedom Party will not under any circumstance short circuit national debate on important development policy issues. We believe that the collective wisdom of the people is preferable to the individual judgment of the leader. A bloated government is inimical to responsible fiscal policy and economic growth, and infringes on the rights of the people which government is elected to preserve. The Freedom Party will therefore endeavour to reduce the size of government as was done under Dame Eugenia. Responsible fiscal policy must be equitable and its burden must not fall disproportionately on any segment of the population. Further, government revenue must be based on growing the economy not on exacting burdensome taxation on the population. We believe in development through people. All development policies, programmes and projects must be structured to build the capabilities and proficiency of our people to contribute to their own development. We believe in the role of foreign investment, trade, technology transfer, and foreign assistance, but the preservation, development and utilization of our indigenous resources and 10
culture must remain paramount at all times. No development policy will be adopted and pursued that violates our basic cultural values and disenfranchises or alienates the Dominican people 11
