The DFP sees small businesses as an avenue for employment creation, local
economic development and poverty reduction. Thus, the DFP, when it is in
Government, will lead efforts to rationalize and strengthen business support
services available to Small and Medium-Size Enterprises (SMEs) to ensure their
growth. We will work with private sector entities to deliver a full-range of
relevant services, including affordable and appropriate financing and training,
to Small and Medium Enterprise (SMEs) in a coherent and cost-effective
manner. We will actively promote the formation of clusters in relation to
cooperation in technical development, marketing and distribution. We will
consider the establishment of a Business Development Centre for delivering
support services to SMEs.. In addition, the establishment of a business school
at the Dominica State College will be examined..

(i) To increase the overall contribution of tourism to the economy by
attracting the high end market and increasing stay over visitors;
(ii) To preserve and enhance our natural resources, the base of our
tourism product.
Key Policy Actions:
Attract Foreign Direct Investment (FDI) to increase our ‘‘export ready”
room capacity that is to 2,000 in five years;
Establishment of a Hospitality Training Institute;
Establishment of a special fund to provide local entrepreneurs with the
financial and technical assistance to refurbish and upgrade existing
hotel rooms which will increase their competitiveness;
Creation of a Building Heritage Fund to restore and preserve our heritage
and historical architectural culture;
Support for local initiatives geared towards promoting natural and
cultural heritage;
Medical-tourism: to work with the existing medical schools to establish
a State of the Art Teaching Hospital in Portsmouth to attract residential
tourists seeking high level medical care which at the same time will boost
our residential tourism. This will also provide funding for developing
tourism while increasing employment and training for our local doctors;
