where the end is<br />

just the beginning<br />

This year marks the tenth anniversary of the Dutch Foundation<br />

for the Disposal of Metalelectro Products (NVMP). Thanks to<br />

our efforts, consumers are now familiar with the disposal levy<br />

and visit their municipal <strong>recycling</strong> centre several times per<br />

year. Great numbers of discar<strong>de</strong>d electrical and electronic<br />

appliances are processed each year in an environmentally<br />

friendly manner. In short, the Netherlands can be proud to<br />

have one of the most stable, efficient and cost-efficient e-waste<br />

collection systems in Europe.<br />

Yet there is no reason to let up, because even as NVMP<br />

<strong>de</strong>velops as an implementation organisation, the world changes<br />

faster around it. That means that we need to further adapt our<br />

systems and processes.<br />

NVMP strives to achieve maximum collections. In doing so, we<br />

hope to exceed the goals arising from the environmental policy<br />

and legislation. It became clear from research last year that<br />

successful collection of discar<strong>de</strong>d appliances is being inhibited<br />

by a number of factors.<br />

First, there is the fact that the consumer – the primary<br />

‘disposer’ – often doesn’t separate small appliances for<br />

<strong>recycling</strong>, but rather offers them as waste.<br />

There is also a growing circuit of informal collection (against<br />

a certain fee) by scrap <strong>de</strong>alers, who sometimes partly recycle<br />

the appliances (‘cherry picking’), and partly export them,<br />

illegally, un<strong>de</strong>r the flag of ‘reuse.’ These complementary flows<br />

turn out to be fed both by retailers and municipalities, which<br />

otherwise also do business with recognised recyclers that fall<br />

outsi<strong>de</strong> NVMP registration.<br />

It is clear that all of this has a strong negative influence on<br />

effective and responsible disposal by NVMP.<br />
