7. The nAPOLCOm, which has the jurisdiction to promulgate,<br />

review and amend the existing operation policies of the<br />

PnP, should conduct a thorough review to ensure that the<br />

Standard Operating Procedure (SOP), does not justify the<br />

excessive use of force by the police.<br />

8. The nAPOLCOm should also review the PnP’s facilities to<br />

ensure that they can support an effective investigation and<br />

the storage of physical evidence relating to complaints of<br />

torture, including dead bodies from cases of suspicious death.<br />

9. There should be more forensic pathologists, psychiatrists and<br />

other experts as well as public institutions with expertise in<br />

responding to the needs for treatment and rehabilitation of<br />

torture victims.<br />
