Southern Sudan<br />
The geopolitical situation<br />
The Southern Sudan, under an autonomy process, is a<br />
region of the Republic of Sudan. Juba is the capital,<br />
the population is estimate around 11 million and the<br />
country have 589.745 km2. The president of Southern<br />
Sudan is Salva Kiir Mayardit .<br />
Sudan holds the dubious record of having staged the<br />
continent’s longest-running civil war. Only six years<br />
after Sudanese independence in 1956, the country<br />
spiralled into its first internal war. Since then, it has<br />
been the scene of intermittent conflict. Chronic instability<br />
including the long-standing civil war between<br />
the north and the south, has killed and displaced hundreds<br />
of thousands of people.<br />
The most recent peace process between the North and<br />
the South came to a conclusion in January 2005 with<br />
the signing of a Comprehensive Peace Agreement<br />
(CPA) by the government and the Sudan People’s Liberation<br />
Army (SPLA) and the SPLA’s political arm, the<br />
Sudan People’s Liberation Movement (SPLM). Under<br />
the Power Sharing Agreement that forms part of the<br />
CPA, the parties agreed to divide representation<br />
across all sectors of government (including the executive,<br />
the legislature, and the judiciary).<br />
During the interim period, the structure of governments<br />
in Sudan will be with the National level of Government<br />
which exercises authority to protect and promote<br />
national sovereignty of Sudan, the Southern<br />
Sudanese level of government which exercises author-<br />
ity in respect of the people and states in the South,<br />
the states throughout Sudan which exercise authority<br />
at state level and the local government throughout<br />
the Sudan.<br />
Southern Sudan consists of ten states : Lakes, Warrap,<br />
Northern Bahr el Ghazal, Western Bahr el<br />
Ghazal, Unity, Jonglei, Upper Nile, Eastern Equatoria,<br />
Western Equatoria and Bahr el Jebel. The linkage<br />
between the National government and the<br />
states in Southern Sudan goes through the Government<br />
of Southern Sudan.<br />
Actually, the government of Southern Sudan faces<br />
to big challenges to build a rule of law means,<br />
among others, to build the legislation and the judiciary<br />
system. Southern Sudan is on the threshold...<br />
In three years, the interim period will be ended. A<br />
referendum will take place and the population will<br />
have to choose the future statute of Southern Sudan,<br />
which could lead to independence.<br />
