Perspective<br />

I spent a day of insights at the Subdivision and Development<br />

Appeal Board last week. The appeal was<br />

made by an applicant, the Designer, against the refusal<br />

of his Development Permit. The house would have<br />

been beautiful and different - a good addition to Killarney’s<br />

eclectic streetscape - unfortunately it required<br />

too many relaxations to the Land Use Bylaw and because<br />

of this, the SDAB upheld the refusal.<br />

The first insight came from the information put<br />

together by the City for the appeal, which included<br />

the File Manager’s emails with the designer, letters<br />

from neighbours, the comments from the KGCA, the<br />

detailed review of the development application to the<br />

bylaw, and final drawings. This complete file package<br />

is something that the KGCA would not normally see<br />

and it was enlightening and encouraging. If you ever<br />

think that the City does not have the interests of ordinary<br />

citizens at heart then you need to read one of<br />

these files. (They are online at www.calgarysdab.ca/<br />

meeting-agendas.html). The hard work that this File<br />

Manager put in with the applicant to adjust the design<br />

to fit the Land Use Bylaw and to the needs of the<br />

Killarney Community is praiseworthy.<br />

The next insight although not new is worth restating:<br />

An SDAB hearing is always a great place to see balance<br />

and fairness in action. The City organization and the<br />

SDAB themselves make it easy and simple for people<br />

who are not accustomed to attending or presenting<br />

at hearings to have their views heard and considered.<br />

SDAB judgements are always fair and balanced and in<br />

every judgement are bound by the Land Use Bylaw.<br />

The final insight came from the Designer. This appeal<br />

gave us a chance to sit down and really talk about<br />

what would be needed to make the development a<br />

reality. The Designer felt that elements of the building<br />

design could have been amended to fit LUB parameters<br />

if there was a clear message that the approval or<br />

refusal of the Development Permit hinged upon these<br />

design elements, specifically lot coverage and a deep<br />

staggered front setback designed specifically for this<br />

unusual parcel of land.<br />

So just before the SDAB hearing started, we came to<br />

an agreement about changes to the lot coverage and<br />

set-backs from the lot boundaries that would have<br />

mitigated the placement of the building. Yes, the<br />

Development Committee has discussed this before<br />

with the Developer, but in the real world the crunch<br />

point is usually where the views of all parties are pared<br />

down to simple understanding, and consequently the<br />

crunch point is where most agreements can happen.<br />

Life is like that.<br />

Although we had come to an agreement it was not<br />

possible to present revised plans that could have<br />

been incorporated into an SDAB ruling. It was too late<br />

to incorporate changes, and the SDAB had to uphold<br />

the refusal of the development permit.<br />

And that is a shame, because the building would<br />

have been an interesting addition to Killarney. These<br />

insights may help change our perspective of the excellent<br />

work of the City File Managers - they really do<br />

care. They may help our perspective of the equally<br />

excellent work of the designers and developers who<br />

spend their time and money to redevelop Killarney.<br />

Sure it’s for profit; profit is good; profitable business<br />

creates jobs. For the Killarney Glengarry Community<br />

Association the ongoing message is that we must<br />

open doors and keep conversations moving forward<br />

toward development that benefits all of us.<br />

October is all about hunkering down for Winter. These<br />

are glory days of savouring the harvest. Putting the<br />

garden to bed in a way that ensures success next year,<br />

splitting plants especially, precious peonies, to share<br />

with friends; sharpening your tools and giving them a<br />

light coat of oil to keep them sharp and make them last<br />

for years, mulching your favourite plants, especially<br />

tender ones - I throw a layer of carpet over the<br />

Enomymous Fortunei - a fabulous plant that<br />

is a beautiful evergreen, summer and winter.<br />

Leave some dried plants standing to hold<br />

the snow cover to help other hardier plants<br />

survive the winter.<br />

This year I built an “Insect Hotel” which is a<br />

place in your garden that will attract bugs,<br />

like ladybugs, to spend the winter so they<br />

are ready to go to work early in the spring.<br />

Other favourite rituals are laying in food for the<br />

winter. Whether it’s pickling beets, freezing fruit,<br />

making pies with friends to freeze for special winter<br />

celebrations, making antipasto; the BEST recipe is in Calgary’s<br />

own “Best of Bridge” cookbook. We’ll run a copy<br />

to inspire you.<br />

Other critically important things are safety items. Put up<br />

the Christmas lights this month so that no one falls off<br />

a ladder in the freezing days in December, better yet,<br />

if you’re rushed, hire a local company to do it for you.<br />

They have the right tools and are experienced in doing<br />

it safely. Incidents like these can be life altering events, I<br />

know, it happened to a good friend - it seemed so simple,<br />

to stand on a ladder and put lights over the garage<br />

door, his back fractured and he lived a life of pain.<br />

Take the time to check that winter coats fit and kids<br />

haven’t grown out of their winter boots, mitts are found<br />

and hats are where people can find them.<br />

Include the car in planning for winter. Change the tires,<br />

if you have to, before the first snowfall and save yourself<br />

a lot of frustration and time. Have your regular tune up<br />

include checking the fluids, like winter washer fluid. Be<br />

sure that you have an emergency kit in the trunk with<br />

things like sleeping bags, paper and matches, bungee<br />

cords and jumper cables.<br />

So now that your minds are in a planning mode<br />

getting things in place so that you’re ready<br />

to handle everything that winter will throw<br />

at us this year. So it is with imagineKIL-<br />

LARNEY. This year we’re planning for the<br />

years 2015/16 but we’re also planning for<br />

the next decade. What things will we need<br />

down the road? Analyzing what we’ve<br />

done that has worked well and building on<br />

those successes. Carefully looking at what<br />

didn’t work so well and decide if they should<br />

be changed or dropped.<br />

We’re trying hard to “think differently” than we have before.<br />

Thinking in the same mode only gets us the same<br />

old, same old ideas. We’re challenging ourselves to open<br />

our minds to hear ideas we may have heard before but<br />

didn’t ‘really’ hear. We’re going to go back to basis to<br />

ensure that we’re making decisions based on our core<br />

values.<br />

When new members come on the Board it is expected<br />

that they are accountable, inclusive and sustainable but<br />

we also expect all of us to act with courage by making<br />

the right decisions, not the expedient ones; to be adaptable,<br />

flexible and nimble to changing conditions and to<br />

be open-minded about new approaches, new people<br />

and especially about new ideas.<br />

Give some consideration to volunteering in the community<br />

- it’s a lot of fun and it helps us to reach our Vision<br />

of living in the best place in the world. And for the<br />

opportunity to contribute- your life experience, your<br />

skills, your passion and enthusiasm.<br />

Sheryl Sandberg has the right recipe: “the ultimate luxury<br />

is to combine passion and contribution. It’s also<br />

a very clear path to happiness”. Well spoken!<br />

earned any income that is not subject to withholding at<br />

source, such as business or investment income and/or<br />

if you received or earned income with a low rate of withholding<br />

at source, such as pension income and your net<br />

tax owing is greater than $3,000 in 2015 and either 2014<br />

or 2013.<br />

The CRA determines if you must pay instalments based on<br />

your tax returns from prior years and will send you a reminder<br />

notice to make these payments – in February for<br />

the March and June payments and in August for the September<br />

and December payments. If you receive a reminder<br />

notice but you do not comply you may be subject to interest<br />

and penalty charges.<br />

For the 2015 taxation year, the CRA will base your first two<br />

instalments on your 2013 tax liability with the final two<br />

being adjusted so the total of the four instalments equals<br />

your 2014 tax liability. This calculation method can result<br />

in an overpayment of tax if, for example, your income has<br />

decreased over the past two taxation years. If you overpay,<br />

you will earn instalment credit interest that is not refundable<br />

and can be used only against interest payment<br />

charges on late payments for the same tax year. (Check<br />

with your advisor or accountant before making a payment<br />

to see if your instalments should be reduced.)<br />

If you do not make your payments on time or paid less than<br />

you had to pay, you will be charged instalment interest at<br />

the prescribed interest rate compounded daily (currently<br />

at 5% which is subject to quarterly adjustments) with the<br />

interest calculated on each instalment payment beginning<br />

from the day it was due.<br />

You may also have to pay a penalty (if your instalment interest<br />

charges for 2015 are more than $1,000). The amount<br />

of the penalty is determined by which of the following<br />

amounts is higher:<br />

• $1,000 or<br />

• 25% of the instalment interest you would have to pay if<br />

you had not made instalment payments.<br />

To calculate the penalty, the CRA subtracts the higher<br />

amount from your actual instalment interest charges for<br />

2015 and divides the difference by two.<br />

The cost of not making your instalment payments can be<br />

substantial – it may even make sense to borrow to pay<br />

the instalments. But don’t rush into another unnecessary<br />

expense especially if you know your income is decreasing.<br />

Make Your Voice Heard This Election<br />

On October 19 we will all have an important choice to<br />

make. When we cast our votes in the federal election,<br />

we are not only choosing the voice we want representing<br />

us in Ottawa, we are also bearing out our country’s<br />

historic democratic tradition. It is no stretch to say that<br />

this election will be pivotal for Canada’s future – it is certainly<br />

one of the most important I can remember.<br />

There is a lot of rhetoric out there: advertising, doorknocking,<br />

debates, and other pleas for your vote. I commend<br />

anyone who has the courage and sense of civic<br />

duty to put their name on a ballot, and hope that in<br />

these final days of the campaign you will take the time<br />

to get to know your candidates and the issues that motivate<br />

them. If one of your candidates comes knocking<br />

on your door, have a conversation; read the politics section<br />

of the newspaper on a coffee break; reach out to a<br />

campaign if you want to get involved; or ask your friends<br />

and family what their stances on particular issues are.<br />

When it comes to casting your vote, you have several<br />

options. On Election Day, you can vote at your local polling<br />

place, or you can vote in advance by mail or at select<br />

locations from October 9-12. Alternatively, you can visit<br />

any Elections Canada office before October 13 to cast<br />

your ballot. You must be a registered voter, which you<br />

can set up online (www.elections.ca). Once you’re registered,<br />

you will receive a voter information card indicating<br />

your polling place.<br />

On October 19, make your voice heard, and together<br />

let’s build the best country we can. As always, you can<br />

I hope everyone had a memorable summer with family,<br />

friends and community. I have had the privilege to meet<br />

many of you at events put on by community associations,<br />

pancake breakfasts and even running into you on the street.<br />

This fall, our government will be introducing our first<br />

budget. This important piece of legislation will help set the<br />

priorities for government by investing in key areas of our<br />

province. The process by which a budget goes from submissions<br />

from government departments to being passed in the<br />

legislature is a long one, but having been involved from the<br />

beginning of this process, I am convinced it is worthwhile.<br />

Over the course of the summer I have had the opportunity<br />

to be involved in and attend a number of public consultation<br />

meetings organized by Finance Minister Joe Ceci<br />

while he was touring the province, and found them quite<br />

informative. The feedback given at these consultation<br />

meetings is crucial, because it ensures that people have an<br />

opportunity to participate in the process of government.<br />

The overarching theme I keep hearing during my involvement<br />

in this process is that individuals, families, businesses,<br />

social agencies and more, are all expecting that our government<br />

will take the same care with the provincial budget<br />

as they do when they deal with their household expenses.<br />

We are committed to taking the necessary steps now to<br />

avoid the boom-bust cycles of the past, and supporting<br />

our children instead of balancing our books by mortgaging<br />

their future.<br />

I am proud to be a part of this government, and will be proud<br />

to stand with the Minister of Finance when he introduces the<br />

draft budget to the Legislature. As that debate progresses I<br />

am certain that I will find myself thinking back and telling<br />

the stories I have heard during the consultation process, and<br />

ensuring that the voice of Calgary Currie is not lost.<br />

I look forward to meeting each and every one of you over<br />

the coming years. I wish to extend an invitation to all of you<br />

to my Constituency Office Open House, happening Saturday<br />

October 24th from 1pm-4pm. My staff and I will be at<br />

the office (Located at: 2108B 33rd Ave SW), so stop in to<br />

meet us, and share in some light refreshments and conversation.<br />
