the growth of the African countries was due to export of commodities whose<br />

prices continued to rise thanks to the demands from emerging economies<br />

like China, India, Brazil, Turkey and Indonesia. But studies show that even<br />

resource- poor countries grew, though at a slower pace, during this period.<br />

Credit has to go the African governments who took some bold macroeconomic<br />

decisions suited to their circumstances that were not dictated by<br />

outside powers as in the past. The resurgence of Africa is evident from the<br />

confidence that the continent exudes today. Unlike in the past, the African<br />

narrative is told by the Africans.<br />

India’s engagement with Africa today is under changed circumstances where<br />

both are playing key roles in a globalised world. Both, therefore, have finetuned<br />

traditionally good relations to reflect the new reality. However, the<br />

fundamentals of India-Africa Partnership are unlikely to change. These are<br />

based on four factors:<br />

• There is no fundamental conflict of interests between India and any of the<br />

African countries or the continent as a whole.<br />

• Due to similar historical experiences, there is a mutual feeling of<br />

solidarity.<br />

• There has always been a collaborative approach in dealing with global<br />

issues.<br />

• There is a belief that we can learn from each other and contribute to mutual<br />

development and also to peace, stability and progress of the world.<br />

• India-Africa will continue to engage on the basis of the above<br />

fundamentals.<br />

Importance of Africa to India in today’s context<br />

The criticality of a robust partnership with Africa is self-evident from<br />

all aspects. Politically, the continent is home to 54 sovereign nations. In<br />

today’s world where more and more issues are decided in multi-lateral fora,<br />

this group of countries belonging to the African Union (AU) becomes a<br />

powerful factor. India has similar problems and views on many global issues<br />

as the African countries. If India’s ambitions of becoming a global power<br />

are to be realised, it is imperative that India-Africa Partnership is further<br />

deepened.<br />

On security and strategic issues, Africa plays an important role for India.<br />

The Indian Ocean and Arabian Sea are a part of India’s strategic maritime<br />

neighbourhood. These are also important sea-lanes of communication<br />

(SLOCs). The problem of piracy in the Gulf of Aden is a threat to shipping<br />

and commerce for India and all East African nations. A robust common<br />

approach is needed to tackle this. The other strategic issue for both sides is the<br />

increasing menace of fundamentalism and terrorism across the Sahel region<br />

from Mauritania to Somalia. It is scary to see that this is now penetrating even<br />

into Central and Southern Africa. India, which also suffers from terrorism,
