knell for Sumatra’s iconic megafauna species, <strong>in</strong>clud<strong>in</strong>g<br />

Sumatran orangutans. The issue has been brought to<br />

global attention, and efforts are still underway to replace<br />

the exist<strong>in</strong>g spatial plan with a new, legal plan, that<br />

complies with all exist<strong>in</strong>g National Laws and regulations.<br />

Efforts <strong>in</strong>clude offers of technical expertise and fund<strong>in</strong>g<br />

from several quarters, but the current stand-off between<br />

the Aceh Prov<strong>in</strong>cial and National Government rema<strong>in</strong>s<br />

a barrier to resolv<strong>in</strong>g this crisis.<br />

Key conservation <strong>in</strong>terventions rely heavily on rapidly<br />

replac<strong>in</strong>g the currently illegal Aceh spatial plan and<br />

uphold<strong>in</strong>g national laws and regulations, without which<br />

the future of Sumatra’s orangutans, tigers, rh<strong>in</strong>os, and<br />

elephants looks particularly bleak. A dramatic and rapid<br />

improvement <strong>in</strong> enforcement of wildlife and forest<br />

laws and far greater consideration for environmental<br />

issues <strong>in</strong> spatial plann<strong>in</strong>g decisions are urgently<br />

needed. Implement<strong>in</strong>g patrols, <strong>in</strong>creas<strong>in</strong>g prosecutions,<br />

halt<strong>in</strong>g illegal and legal forest conversion, m<strong>in</strong><strong>in</strong>g and<br />

road construction, promot<strong>in</strong>g forest restoration and<br />

address<strong>in</strong>g human-orangutan conflicts are also seen as<br />

prerequisites for the species’ survival.<br />

There is some room for optimism, however. Legal<br />

challenges have resulted <strong>in</strong> the cancellation of one palm<br />

oil concession permit with<strong>in</strong> the Leuser Ecosystem<br />

and a IDR 366 billion (ca USD 27 million) f<strong>in</strong>e for<br />

the company (the largest ever for burn<strong>in</strong>g forests), <strong>in</strong><br />

addition to prison terms for its Director and Operations<br />

Manager. Other companies are also fac<strong>in</strong>g similar<br />

charges. Nevertheless, as long as the illegal Aceh<br />

Prov<strong>in</strong>cial spatial plan cont<strong>in</strong>ues to be implemented<br />

even these positive developments will not halt the<br />

downward slide towards the ext<strong>in</strong>ction of the species <strong>in</strong><br />

the com<strong>in</strong>g decades.<br />
