B. The placement <strong>of</strong> the trailer(s) on the site is subject to review and approval by the<br />
Land Use Administrator.<br />
C. The trailer(s) shall be removed within three (3) working days following the Land<br />
Use Administrator’s acceptance <strong>of</strong> the construction completion.<br />
D. Approved water and wastewater facilities shall be provided.<br />
E. Pedestrian access shall be provided from the parking area to the <strong>of</strong>fice.<br />
F. A fence or similar barrier shall be provided to prevent visitors and customers<br />
from entering the construction area.<br />
G. Only one (1) identification sign per trailer is permitted. The sign area shall not<br />
exceed six (6) square feet.<br />
<strong>4.</strong>19.02. Model Homes<br />
A. Intent and Applicability<br />
This section is intended to ensure that impacts associated with model homes in<br />
residential zoning districts are temporary in nature and reasonably controlled.<br />
This section is applicable to model homes located in residential zoning districts<br />
and does not apply to model home centers located in commercially zoned areas.<br />
B. General<br />
The following are required prior to the issuance <strong>of</strong> a certificate <strong>of</strong> occupancy <strong>for</strong><br />
a residential dwelling to be used as a model home:<br />
1. <strong>City</strong> water and wastewater facilities shall be operating and accessible to the<br />
public.<br />
2. Adequate fire protection shall be in place.<br />
3. A stabilized access road shall be in place.<br />
C. Duration <strong>of</strong> Use<br />
A residential dwelling unit may be used as a model <strong>for</strong> a maximum period <strong>of</strong> five<br />
(5) years from the date the certificate <strong>of</strong> occupancy is issued. Any residential<br />
dwelling unit legally permitted as a model as <strong>of</strong> October 5, 2010 shall be<br />
permitted to remain as a model home until January 1, 2016.<br />
D. Permitted and Prohibited Activities<br />
1. A model home may be used <strong>for</strong> activities typical to an “open house” <strong>for</strong> sale,<br />
including tours by a real estate agent and negotiation or execution <strong>of</strong> sales<br />
contracts <strong>for</strong> the sale <strong>of</strong> that builder’s homes or products.<br />
2. A model home shall not:<br />
a. Be used as a primary or secondary <strong>of</strong>fice <strong>for</strong> a homebuilder or real estate<br />
agent with regard to conducting business activities outside <strong>of</strong> those<br />
permitted above.<br />
b. Be used <strong>for</strong> storage <strong>of</strong> building materials.<br />
3. The garage <strong>of</strong> the model home may be used as an <strong>of</strong>fice <strong>for</strong> sales staff if<br />
separate <strong>of</strong>f-street parking is provided.<br />
