us that ‘the Ford Foundation pioneered PRI [Programme<br />

Related Investment] in 1968.’<br />

Philanthropic foundations can provide the first finance<br />

that leads to a social enterprise being created; the<br />

grant that funds research, or the zero-cost loan that<br />

buys a first vehicle or building for a project. Because<br />

foundations are not beholden to shareholders, they<br />

can afford to take on projects that offer no return, or a<br />

loss. This is the idea of ‘de-risking’, where a foundation<br />

accepts the highest risk tranche of a loan or investment<br />

in order to reduce the risks for other investors, and thus<br />

to encourage them to join the loan or investment.<br />

‘In no basic definition of philanthropy does it say that you<br />
