In order to put the projects on a fast-track and prevent bureaucratic<br />
roadblocks and red-tape from stalling the work, the two sides put in place a<br />
decision-making structure that would be directly supervised from the Prime<br />
Minister's Office in Islamabad where a special unit was set up monitor<br />

progress of every project. Below this was the Joint Cooperation Committee<br />
of the NDRC of China and Planning Ministry of Pakistan. Alongside, four joint<br />
working groups were set up to look at planning, energy, transport<br />

infrastructure and Gwadar projects. Later, a fifth working group to deal<br />

with economic zones was also set up.<br />
The working groups are to prepare projects and plans and then put them<br />
before the JCC for final approvals. A secretariat was set up in the Planning<br />
Ministry in Islamabad to coordinate and fast track the work and was later<br />
supplemented by another secretariat in the Railway Ministry for long-term<br />

projects. In 2014, the Prime Minister also set up a Steering Committee on<br />
Energy projects in his office to coordinate and synchronise the activities of<br />
various ministries in order to prevent any delay in the setting up of the<br />
projects. The Energy Steering Committee was tasked with pretty much the<br />
entire gamut of issues related to the energy sector, including pricing,<br />
logistics, transmission and distribution as well as security and contractual<br />
