Prior to implementing the proposed project, environmental clearance is required on the basis of an
approved EIA report and Environmental Management Plan (EMP).
The overall task of the EIA process is to ensure that the criteria of sustainable development are met and
TDF & waste
that all identified and potential environmental and social impacts have been addressed and mitigated
rock dumps
where necessary. The term EIA, as interpreted in the Namibian Environmental Management Act 7 of
2007, includes the “complex of natural and anthropogenic factors and elements that are mutually
interrelated and affect the ecological equilibrium and the quality of life, and includes:
(a) the natural environment that is the land, water and air, all organic and inorganic material and
all living organisms; and
(b) the human environment that is the landscape and natural, cultural, historical, aesthetic,
economic and social heritage and values.”
