The capital city of Belgrade <strong>and</strong> 25<br />
other local authorities have city status<br />
<strong>and</strong> therefore have an additional<br />
competence: the communal police.<br />
The city of Belgrade, as a capital city,<br />
has additional competences e.g. <strong>in</strong><br />
the field of water, fire protection, <strong>and</strong><br />
construction.<br />
<strong>Regional</strong> level 2 autonomous prov<strong>in</strong>ces (Autonomna Pokraj<strong>in</strong>a Vojvod<strong>in</strong>a <strong>and</strong><br />
Autonomna Pokraj<strong>in</strong>a Kosovo-Metohija)<br />
The assembly of the autonomous<br />
prov<strong>in</strong>ce of Vojvod<strong>in</strong>a (skupst<strong>in</strong>a<br />
autonomne pokraj<strong>in</strong>e) is composed<br />
of deputies elected by direct<br />
universal suffrage <strong>and</strong> is chaired by<br />
the president, who represents the<br />
assembly at the national level <strong>and</strong><br />
abroad. It also appo<strong>in</strong>ts one or more<br />
vice-presidents. This deliberative<br />
body enacts programmes relative<br />
to economic, regional <strong>and</strong> social<br />
development <strong>and</strong> adopts the<br />
prov<strong>in</strong>cial budget.<br />
The prov<strong>in</strong>cial government of<br />
Vojvod<strong>in</strong>a (pokraj<strong>in</strong>ska vlada) is<br />
the prov<strong>in</strong>ce's executive body. It<br />
is composed of a president, vicepresidents<br />
<strong>and</strong> members, responsible<br />
before the autonomous prov<strong>in</strong>ce’s<br />
assembly.<br />
The autonomous prov<strong>in</strong>ce of<br />
Vojvod<strong>in</strong>a generates its own revenue<br />
<strong>and</strong> thus provides its municipalities<br />
with the f<strong>in</strong>ancial resources usually<br />
allocated by the national government.<br />

Kosovo-Metohija is an autonomous<br />
prov<strong>in</strong>ce with<strong>in</strong> the Republic of<br />
Serbia <strong>and</strong>, <strong>in</strong> l<strong>in</strong>e with the United<br />
Nations Security Council Resolution<br />
1244, adopted on 10 June 1999, it is<br />
under the <strong>in</strong>terim civilian <strong>and</strong> military<br />
adm<strong>in</strong>istration of the UN. Serbia’s<br />
state policy determ<strong>in</strong>es that Republic<br />
of Serbia will never recognise the<br />
unilaterally proclaimed <strong>in</strong>dependence<br />
of Kosovo <strong>and</strong> asserts that the future<br />
status of the southern Serbian<br />
prov<strong>in</strong>ce can only be def<strong>in</strong>ed with<strong>in</strong><br />
the framework of adequate pr<strong>in</strong>ciples<br />
<strong>and</strong> norms of the United Nations <strong>and</strong><br />
other <strong>in</strong>ternational organisations, with<br />
the respect of the constitutional order<br />
of the Republic of Serbia. Given this<br />
specific situation, further data on the<br />
Autonomous Prov<strong>in</strong>ce of Kosovo <strong>and</strong><br />
Metohija cannot be provided.<br />
