heritage policy analysis tool for the HUL approach<br />

This case study presents a short overview of research undertaken in Amsterdam, expanding<br />
the understanding of the effective implementation of HUL. Even in Amsterdam – considered a<br />
forerunner and early adopter– HUL was not ‘simply’ implemented.<br />
It is not only difficult to change ways, but hard in the first place to identify.<br />
A purpose-built taxonomy-based policy analysis tool (Veldpaus, 2015) allowed for the<br />
identification of disparities, similarities and complementarities between urban and heritage<br />
policies, processes and departments which can now be debated. Theses disparities are food<br />
for thought, as they might preclude the holistic approach for which HUL aims.<br />
