Management and Administration<br />

Administrative structures in both the support services<br />

and aca demic divisions have been aligned as part of the<br />

broader three-phased insti tutional restructuring exercise,<br />

which produced new structures and the staff establishment<br />

currently in place.<br />

• Financial Management System and<br />

Procurement Management<br />

The University’s financial management system has<br />

evolved fundamentally. In <strong>2009</strong>, we were able to budget<br />

in such a manner that a R22 million strategic fund could<br />

be set aside for the implementation of our strategic<br />

priorities. This allows the institution not only to create a<br />

new vision, but to implement it incrementally. In 2007,<br />

we revised our Procurement Policy.<br />

• Internal Audit Function and<br />

Human Resource Function<br />

The Internal Audit Function has improved its performance<br />

greatly since the days when it was an in-house function.<br />

In 2008, this function was outsourced and it continued<br />

that way in <strong>2009</strong>, with great improvement in delivery<br />

and quality, as well as costs. In <strong>2009</strong>, for the first time<br />

in many years, the external auditors relied on work that<br />

the internal auditors had done.<br />

• Academic Administration<br />

Academic Administration was consolidated through the<br />

restructuring process of 2008/9. We now have better<br />

co-ordinated and coherent units in this division than<br />

before. Preparations are in place to introduce online<br />

systems in this and other areas to ensure that staff<br />

and student services are delivered faster and more efficiently.<br />

In <strong>2009</strong> an audit of some of the systems in<br />

Academic Administration took place.<br />

• Infrastructure, Facilities Management, as<br />

well as Infor mation and Communication<br />

Technology (ICT)<br />

Infrastructure and Facilities Management is an area<br />

worthy of praise. <strong>CUT</strong> is one of the best-maintained<br />

uni versities in the country, even though we still<br />

have main tenance backlogs as a result of inadequate<br />

funding. Our ICT System underwent internal review<br />

in 2008/9 and recommendations from the review are<br />

being implemented.<br />
