Tackling overweight and obesity requires multi-agency, multilevel<br />
and coordinated approaches. Comprehensive and wideranging<br />
actions are needed to support a suite of interventions,<br />
acting at different levels, engaging all stakeholders and focused<br />
on reducing inequalities between different population groups.<br />
This Obesity Policy and Action Plan sets out the cross-sectoral<br />
Healthy <strong>Ireland</strong> approach, acknowledging interdependencies<br />
and addressing government policy and action in a wide range<br />
of areas that will impact on the determinants of overweight<br />
and obesity.<br />

Dealing with socio-economic inequalities in the occurrence of<br />
overweight and obesity is a particular priority, which receives<br />
cross-cutting consideration within the Obesity Policy and Action<br />
Plan.<br />
In broad terms, the Policy will operate at two levels.<br />
“Top down” measures: different sectors play key<br />
roles in shaping the obesity prevention environment.<br />
“Bottom up” approaches: these empower<br />
individuals, families and communities to make<br />
healthier choices and/or in<strong>for</strong>m relevant key sectors of<br />
future strategies and interventions/actions.<br />
The framework is underpinned by clear governance<br />
arrangements, which set out the roles and responsibilities of<br />
different sectors and how the Policy will be implemented and<br />
monitored.
